Explanation:

The City has the responsibility for the continued assessment, renewal, and replacement of the wastewater collection system including 86 lift stations and over 282 miles of sewer gravity and force mains.  The infiltration and inflow (“I/I”) of rainwater to the sewer system has many adverse consequences.  Primary among these are increases in the cost of conveyance and treatment, a decrease in the capacity of the sewer system, an increase in the likelihood of sewage overflows, and regulatory violations.  The Department of Public Utilities (“Department”) has a long-standing program to reduce I/I to the wastewater collection system.  This program includes excavated point repairs and other ameliorative measures to decrease stormwater in the City’s sewer collection system, transmission system and the Southern Regional Wastewater Treatment Plant.

 

Department staff prepared bid documents for I/I Program - Excavated Point Repairs project.  On April 27, 2023, a Notice of Bid Availability for Bid No IFB-083-23-JJ was electronically advertised on OpenGov in accordance with Section 38.43(A) of the Procurement Code.  Bid No 083-23-JJ was electronically opened on June 7, 2023, with the following results:

Department and Office of Procurement Services staff thoroughly evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code, and after the evaluation, Envirowaste Services Group, Inc. was determined to be the lowest responsive and responsible bidder.  On July 17, 2023, a Notice of Intent to Award was posted on the City’s website and on OpenGov, and resulted in no bid protests.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with Envirowaste Services Group, Inc. in the amount up to $1,494,187.50 for construction services related to the I/I Program - Excavated Point Repairs Project.

 

The contract with Envirowaste Services Group, Inc. is for an initial term of two years, with two additional one-year renewal terms at the option of the City and under the same terms and conditions.

 

Staff is recommending that the City Commission authorize the City Manager or his designee to approve the utilization of the contingency funds reserved for undefined conditions as set forth in the contract in an amount up to $100,000.00.

 

Upon authorization from the City Commission, the project is to be completed within 730 days from the date of the Authorization to Proceed.

 

 

Fiscal Impact

Funding for this project was included in the amended FY 2023 Capital Improvement Plan, and is available in account number 442.409901.53600.563010.000712.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
