A Resolution Of The City Commission Of The City Of Hollywood, Florida, Approving And Authorizing The Appropriate City Officials To Apply For And, If Awarded, Accept The Broward Metropolitan Planning Organization’s Cycle 7 Complete Streets And Other Localized Initiatives Program To Implement Transportation Projects Relating To Bicycle Facilities, Pedestrian Level Lighting, Drainage, And Other Pedestrian Safety Improvements Specifically For The Following Areas: 1) Tyler Street From Young Circle To North 21 Avenue, And 2) Sidewalk Construction Infill Area Located Between Dixie Highway And Interstate 95 And Pembroke Road To The South And Johnson Street To The North, In An Amount Not To Exceed $3,000,000.00 For Each Project, And If Successfully Awarded, Committing Matching Funds Estimated At 25% Of Total Costs For Each Project, Together With The Applicable Operating And Maintenance Costs Once The Projects Are Completed; Further Authorizing The Appropriate City Officials To Execute All Applicable Program Documents And Agreement(s); Acknowledging That The Projects Will Be Delivered As A Local Agency Program Project.

Explanation:
The Broward Metropolitan Planning Organization (“Broward MPO”) has adopted Commitment 2045, their Metropolitan Transportation Plan and has funding available from the Federal Highway Administration. This has set the stage for a streamlined program to fund local mobility projects where the Broward MPO has established the Complete Streets and Other Localized Initiatives Program (“CSLIP”).
Under the CSLIP, the City of Hollywood intends to submit two grant applications in October 2022 for two projects that are within the Program’s construction limit of $3,000,000 for each project. Upon completion of the projects, the City will be responsible for operating and maintenance costs.
The Broward MPO requires a Resolution of Support from the City of Hollywood in order for a grant application to be accepted and evaluated for ranking. The ranking by the City to be used by the MPO when selecting from multiple projects from one applicant shall be as follows:
(1) Tyler Street Traffic Flow Modification and Safety Improvements: Tyler Street between Young Circle and North 21 Avenue
(2) Sidewalk Construction Infill within the North Central Neighborhood between Johnson Street and Hollywood Boulevard and Dixie Highway and I-95, and the Highland Gardens and United Neighbors of South Hollywood Neighborhoods between Hollywood Boulevard and Pembroke Road, and 21st Avenue and I-95.
If successfully awarded, the City and CRA will be required to fund the upfront costs for design, Construction Engineering and Inspection services, and construction to then be reimbursed as per the LAP agreement. The City will also be required to provide matching funds in an estimated amount of 25% of total costs for the Sidewalk Construction Infill Project at time of grant funding award, which is anticipated in FY 2027. The Tyler Street Project local match will be provided through CRA funding sources. In addition, as part of this approval, the City acknowledges that the projects will be delivered as a Local Agency Program projects.
Fiscal Impact:
If approved, the City’s portion of the grant funding match in the amount of approximately $750,000, will be requested and budgeted as part of the Capital Improvement Plan and subject to the approval of the City Commission.
