Explanation:
The Fire Rescue Department is requesting to purchase Driver Simulator Cab training equipment to increase awareness for EMS personnel providing hands-on experience to drivers of emergency vehicles, in an effort to reduce collisions involving emergency response vehicles during lights and siren responses and to assist in the training of real life situations.
On July 18, 2012, the City Commission adopted and passed Resolution Number R-2012-223 authorizing and accepting the 2013 Broward County Emergency Medical Services Grant in the approximate amount of $110,000.00 for the purchase of one (1) Interactive Driving Simulation System.
By acceptance of the Broward County Emergency Medical Services Grant, the City intended to purchase and pay the initial up-front cost of the driving simulator and the grant funding will fully reimburse the City for all funds initially paid to purchase the interactive driving simulator.
The requested driving simulation system is available from Doron Precision Systems, Inc. of Birmingham, New York pursuant to the Federal GSA Contract No. GS-02F-1411H and Doron Precision Systems has agreed to provide the requested driving simulation system under the same pricing, terms and conditions.
Section 38.40(C)(5) of the City’s Purchasing Code allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.
The Fire Chief and the Director of Procurement Services recommend that the City Commission authorize the issuance of the attached Purchase Order to Doron Precision Systems, Inc of Birmingham, New York for the purchase of an interactive driving simulation system in an amount not to exceed $110,000.00.
Funding for the attached purchase has been provided for in Account Number: 11.2100.55300.522.006453.
