Explanation:

The Department of Public Utilities requires professional utility location services to accurately identify and mark underground utility lines. These services are essential to prevent accidental damage to buried infrastructure during construction or excavation.

 

Because the cost of these services is expected to exceed $50,000.00 annually, the City is required under Section 38.43 of the Procurement Code to conduct a formal competitive solicitation. In accordance with this requirement, the City issued a Request for Proposals (RFP-366-26-JJ) on December 3, 2026, via the OpenGov system to solicit proposals from qualified firms.

 

Three companies submitted proposals by the deadline. On February 2, 2026, a Selection Committee convened to evaluate the proposals against several criteria, including understanding of the City’s needs, experience and qualifications, approach to the work, pricing, and references.

 

After reviewing and scoring the proposals, the Selection Committee ranked the firms as follows:

 

1.                     Craig A. Smith & Associates LLC                                           Score: 88.75

2.                     High Tech Engineering Incorporated                                           Score: 67.75

3.                     Venegroup Services Inc                                                                                     Score: 67

 

Craig A. Smith & Associates LLC received the highest overall score. Based on the evaluation results, the Selection Committee recommends that the City Commission authorize an agreement with Craig A. Smith & Associates LLC. The agreement would cover a two-year term with an option for two additional one-year renewals to provide ongoing utility location services.

 

 

Fiscal Impact:

A portion of the funding for this service is available in the FY 2026 Operating Budget in account numbers 442.400201.53600.552250.000000.000.000, 442.400202.53600.552250.000000.000.000, and 443.410101.53800.531170.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
