Explanation:
Pursuant to Section 163.3177(6)(c)3, Florida Statutes, local governments are required to update their Water Supply Facility Work Plans within 18 months after the District’s Governing Board approves the Regional Water Supply Plan for that area.
For Hollywood, South Florida Water Management District, the Governing Board, approved the updated Lower East Coast Water Supply Plan on September 24, 2024.
In response, Carollo Engineers, Inc., on behalf of the Department of Public Utilities, prepared the City’s Water Supply Facilities Work Plan (“WSFWP”) 2025 Update. This update includes:
• Characterization of the City’s service area
• Updated population projections
• Development of water demand forecasts
• Evaluation of the adequacy of water supply sources
• Assessment of existing conservation and reuse efforts
• Documentation of capital improvements and water supply projects
This update applies to Section 7 of the Potable Water Sub-Element within the Utilities Element of the City’s existing Comprehensive Plan. It demonstrates that, based on permitted raw water allocations, existing treatment capacity, and both current and projected potable water production, the City is well-positioned and has a sufficient water supply to meet development goals through and beyond the year 2045.
The City continues to proactively improve its aging water distribution infrastructure, and no capacity-related or water supply-related capital improvement projects are anticipated to be necessary within the planning horizon.
The WSFWP 2025 Update further confirms that Hollywood’s ongoing water conservation efforts have been effective, reducing per capita water consumption from 114 gpcd (gallons per capita per day)(2018) to 98.9 gpcd (2025).
Pursuant to state law, the City of Hollywood Planning and Development Board, acting in its capacity as the Local Planning Agency, held a duly noticed public hearing on February 10, 2026 to review the proposed comprehensive plan amendments and forwarded a recommendation of approval to the City Commission.
BACKGROUND
In 2020, the City amended (No. O-2020-11) the City’s adopted Comprehensive Plan to add a new Water Supply Plan to the Potable Water Sub-Element along with related modifications to objectives and policies for water supply planning.
While the Hollywood 2050 Comprehensive Plan rewrite was intended to include the WSFWP update, further progress toward adoption has been temporarily paused pending clarification from the Florida Legislature regarding Senate Bill 180.
To maintain compliance with state and regional water supply planning requirements, the City is advancing this amendment to its existing Comprehensive Plan. This approach ensures adherence to the coordination requirements of Chapters 163 and 373, Florida Statutes, and demonstrates good-faith efforts to meet the statutory adoption timeframe established by the South Florida Water Management District’s Lower East Coast Water Supply Plan.
Fiscal Impact:
Approval of this Ordinance will not fiscally impact the City.
Conclusion:
Staff recommends that the City Commission authorize the appropriate City Officials to adopt the proposed Ordinance amending the adopted Comprehensive Plan to modify the Potable Water Sub-Element to reference the Water Supply Facilities Work Plan 2025 Update.
