Explanation:

The Department of Public Utilities desires to purchase a Fire Hydrant maintenance, testing, painting, repair, and replacement contract, in support of the City of Hollywood Fire Department’s (“CHFD”) Insurance Service Office (“ISO”) program. According to ISO requirements, all fire hydrants within the City must be touched and inspected every year. CHFD currently maintains a Class 1 rating, which is the highest and indicates exemplary protection of the City. R&M Service Solutions, LLC (“R&M”) offers services for hydrant flushing, repair, and replacement which would help CHFD maintain its Class 1 rating.

 

The contract shall include hydrant maintenance testing services and replacement of fire hydrant and hydrant valves, and will provide documentation in XLS, Shapefile, or Database formats, another key component to high ISO ratings.   The proper maintenance and operation of fire hydrants are essential to fighting fires and protecting Public Health and Safety.

 

The Town of Longboat Key competitively bid the desired fire hydrant maintenance, repair, and replacement services through IFB #24-091 on January 3, 2025, and awarded the contract to R&M under Fire Hydrant Maintenance, Repair, and Replacement Services.

 

The current term of the Town of Longboat Key IFB #24-091 is from January 3, 2025, through January 2, 2028, with an option to renew the contract for two additional one year periods. R&M has agreed to extend the same pricing to the City under the terms and conditions outlined in the Town of Longboat Key IFB #24-091 for an annual amount up to $200,000.00.

 

The Director of the Department of Public Utilities and Chief Procurement Officer recommend that the City Commission approve and authorize the issuance of a Blanket Purchase Agreement with R&M from February 4, 2026 through January 2, 2028 for an annual amount up to $200,000.00.

 

 

Fiscal Impact:

A portion of funding for this purchase agreement is available in the FY 2026 Operating Budget in account number 442.400201.53600.552250.000000.000.000, and will be budgeted in subsequent fiscal years’ operating budgets subject to approval and adoption by the City Commission.
