Explanation:

The City of Hollywood seeks to complete the City-wide sidewalk network to improve pedestrian safety and provide alternative modes of transportation. Grant funding for new sidewalk construction can be secured under the Broward Metropolitan Planning Organization (“MPO”) Complete Streets and other Localized Initiatives Program (“CSLIP”).

 

On October 12, 2022, the City Commission approved Resolution No. R-2022-305, supporting the CSLIP grant application to the Broward MPO for the Highland Gardens Neighborhood Sidewalk Project. The project limits are between Dixie Highway and Interstate 95 and Pembroke Road to the South and Johnson Street to the North.

 

On November 2, 2023, the Broward MPO approved funding for the project, which was subsequently included in the Florida Department of Transportation ("FDOT") Work Program.

 

The Local Agency Program ("LAP") Agreement with FDOT serves as the instrument that allows the City to receive reimbursement for eligible project expenditures related to the design, construction, and construction engineering and inspection (“CEI”) services.

 

The Department of Design and Construction Management recommends that the City Commission approve and authorize the appropriate City officials to execute the LAP Agreement for reimbursement of the design phase in an amount up to $722,113.00.

 

Upon completion of the design phase, the City will receive an additional FDOT LAP Agreement for reimbursement of the construction (approximately $2,986,000) and CEI (approximately $447,900.00) phases of the project. City funding will be required for contingency and non-participating times such as utility relocations (approximately $300,000).

 

 

Fiscal Impact:

Approval of this resolution will not fiscally impact the City as this is a proposal to approve and authorize the appropriate City officials to execute the LAP Agreement.

 

Funding for the City's contribution for construction contingency, and construction engineering and inspections services will be requested in a future fiscal year’s Capital Improvement Plan, subject to approval and adoption by the City Commission.
