Explanation:
The Department of Public Utilities (“DPU”) operates the 59.5 million gallons per day Water Treatment Plant, which provides high-quality water to the businesses and residents of the City.
The DPU identified the need to replace the reclaim water transfer pump, piping, fittings, and valves, which are at or nearing the end of their useful life, and desires to add Variable Frequency Drives to improve operation efficiency.
DPU staff completed the project design in-house. Invitation for Bid No. IFB-153-24-JJ was posted on OpenGov in accordance with Section 38.43(A) of the Procurement Code on January 10, 2024. Bid No. IFB-153-24-JJ was electronically opened on February 22, 2024, with the following result:

DPU and Office of Procurement and Contract Compliance staff thoroughly evaluated the submitted bid in accordance with Section 38.43(F) of the City’s Procurement Code, and after the evaluation, RF Environmental Services, Inc. (“RFES”) was determined to be the lowest responsive and responsible bidder. On June 5, 2024, a Notice of Intent to Award was posted on the City’s website and on OpenGov and resulted in no bid protests.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached contract with RFES in an amount up to $417,210.00 for construction services for the Reclaim Transfer Pump Project.
Upon authorization from the City Commission, the project is estimated to be completed within six months of the issuance of the Notice to Proceed.
Fiscal Impact:
Funding for this project was included in the amended FY 2024 Capital Improvement Plan and is available in account number 442.409904.53600.563010.001478.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
