Explanation:

The Department of Public Utilities (“Department”) is actively pursuing grant funding from various agencies to support the Department's infrastructure improvements.  Grants that the Department wishes to pursue include grants from the Federal Emergency Management Agency (“FEMA”), the State of Florida, the Federal Government's Department of Housing and Urban Development, and other Federal, State and local agencies, which are offering grant opportunities for building infrastructure improvements.

 

The Department needs engineering and technical assistance to strategically identify and draft prospective grant applications that best suit the Department’s needs and goals.  Currently, the Department is considering grant opportunities being offered by FEMA’s Building Resilient Infrastructure and Communities Program, Rebuild Florida Program, CDBG-MIT Program, Florida Department of Environmental Protection Water Protection Grant, FEMA Hazard Mitigation Grant Program, Resilient Florida Grant, 319(h) Nonpoint Source Funding Grant, South Florida Water Management District Alternative Water Supply Program, DEO Community Planning Technical Assistance Grant and other grants that may become available in the future.

 

Kimley-Horn and Associates, Inc. has assisted the Department with six grant applications last year and one of these applications received CDBG-DR grant funds in the amount of $3,435,000.00 for the repair and replacement of Lift Stations N-07, N-08, and the force main located in the Liberia-Oakwood community.  The Department wishes to continue utilizing their strong expertise in strategically identifying and drafting grant applications that could fund maintenance, repair, rehabilitation and upgrade of the Department’s infrastructure.

 

Kimley-Horn and Associates, Inc. also has expertise in performing condition assessment of wastewater pressure pipes (force mains) and the Department would like to retain Kimley-Horn and Associates, Inc. to train in-house staff to perform proactive force main condition assessment and develop standard operating procedures.

 

On September 20, 2017, the City Commission passed and adopted Resolution No. R-2017-284 which authorized the execution of continuing professional consulting engineering services contracts with five firms for water, sewer, reuse and stormwater infrastructure projects, one of the firms being Kimley-Horn and Associates, Inc.  On July 26, 2021, the continuing services contract with Kimley-Horn and Associates, Inc. was renewed for a two-year period.  The contract has a provision for insurance and indemnification that meets the City’s requirements and gives the City the right to terminate for convenience.

 

Department staff requested and negotiated a proposal from Kimley-Horn and Associates, Inc. for professional engineering services required for Grant Application Assistance and Sewer Force Main Assessment Training in an amount not to exceed $155,103.84.  Staff evaluated the scope and fee and has determined that the negotiated fee is fair and reasonable and in accordance with industry standards.

 

This agenda item seeks approval of the execution of Authorization to Proceed (ATP) for Work Order Number KHA 22-01 for professional engineering services with Kimley-Horn and Associates, Inc. for Grant Application Assistance and Sewer Force Main Assessment Training in an amount not to exceed $155,103.84.

 

Upon authorization from the City Commission, the project will be completed in approximately 12 months from the date of the Authorization to Proceed.

 

 

Fiscal Impact

Funding for this project was included in the amended FY 2022 Capital Improvement Plan, and is available in account number 442.409901.53600.531300.000731.000.000

 

The Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
