Explanation:
The Department of Public Works (“Public Works”) is responsible for the City’s Fleet Management Services, including properly maintaining and repairing the City’s fleet and also working with the various departments and offices and especially the Office of Budget and Performance Management to develop and implement a citywide vehicle replacement program.
In order to effectively manage the existing fleet inventory, Public Works has the need for both City employees in the Fleet Division to provide regular, routine, and basic maintenance services and outside service providers for more extensive and comprehensive maintenance and repair services.
Historically, the City has not had a comprehensive, ongoing long-term vehicle replacement program and desires to establish and implement such a program.
Collectively, these more extensive maintenance and repair services and the vehicle replacement program are referred to as Comprehensive Fleet Management Services.
In order to both obtain the outside maintenance and repair services needed for more extensive and comprehensive fleet maintenance services as well as develop and implement a comprehensive, ongoing long-term vehicle replacement program, the City, through its Office of Procurement and Contract Compliance, published an Request for Proposals Number RFP-017-23-RS (“RFP”) for Comprehensive Fleet Management Services which was advertised on BidSync.com on November 10, 2022, and received bids from the following three firms:
• Enterprise FM Trust (Kansas City, Missouri)
• First Vehicle Services, Inc. (Cincinnati, Ohio)
• Merchants Automotive Group, LLC., D/B/A Merchants Fleet (Hooksett, New Hampshire)
The Office of Procurement and Contract Compliance and a Selection Committee comprised of Public Works and other City staff thoroughly evaluated the submitted bids in accordance with Section 38.43(F) of the City’s Procurement Code, and Enterprise FM Trust was determined to be the highest ranked bidder.
The Director of Public Works recommends that the City Commission approve and authorize the appropriate City officials to negotiate and execute a five-year agreement with the option of two two-year renewal periods with Enterprise FM Trust, to provide Comprehensive Fleet Management Services.
Fiscal Impact:
A portion of the funding for this agreement is available in the FY 2024 Operating Budget and the amended FY 2024 Capital Improvement Plan, and will be budgeted in subsequent fiscal years subject to approval and adoption by the City Commission.
