Explanation:
The Department of Public Utilities (“Department”) operates in a dynamic environment that requires engineering services on an as-needed basis. Although some of the services are pre-defined but not all of them can be anticipated proactively. Such services include addressing ongoing regulatory compliance activities, complying with legislative changes, contractual issues, as well as engineering assessments and evaluations that arise due to unanticipated or urgently needed matters.
The Department needs engineering and other related services for the following tasks and issues for wastewater projects on an as-needed basis:
• House Bill 53 Compliance related to 20-year Needs Analysis for Wastewater Services
• Repair of Reuse Force Main in the Vicinity of 1156 Hollywood Blvd
• Odor Control Improvements along Taft and McKinley Streets Sewer Interceptors
• Regulatory Compliance such as, permit modifications and/or renewals, consent orders and/or amendments, proactive participation in development of new regulations, technical evaluations, and reports to address regulatory issues
• Large User Agreement Issues such as, assistance with engineering aspects of dispute resolution, presentations, and project status reports
• Engineering Services such as evaluation of new technologies, periodic reassessment of upgrade and re-rate programs, financial analysis and support for grant funding, preparation of technical letters, reports, and presentation material
The tasks described in the proposal will be completed on an as requested basis. The Department requested a proposal from H&S to provide the aforementioned services for wastewater projects. H&S submitted a proposal to provide the on-call engineering support services in an amount not to exceed $253,555.00.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. H&S 22-07 with Hazen and Sawyer, P.C., in an amount not to exceed $253,555.00 on an as-needed basis.
Fiscal Impact
There is a companion resolution (budget amendment) that will allocate funding in account number 442.400401.53600.531170.000000.000.000 for this agreement.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
