Explanation:
The 2007 Water System Master Plan identified the need to replace aging water distribution system pipes throughout the City. In order to address the findings of the 2007 Water System Master Plan, the Department of Public Utilities developed a City-wide Water Main Replacement Program, which is currently being implemented. The Water Main Replacement Program prioritizes the replacement of the water mains based on the age and material of the pipelines and pipeline breaks rate in an area.
Hollywood Beach includes the North Beach and the South Central Beach neighborhoods. The water mains in the North Beach Neighborhood and South Central Neighborhood (along A1A) were installed between 1940 and 1968 and have reached their useful life and need to be replaced. Additionally, the Department has identified the need to upsize/retrofit existing sanitary sewer, force main and lift station infrastructure in the Hollywood Beach Area. Refer to Exhibit A for project area map.
The scope of services for the design and construction services for the Hollywood Beach Utility Improvements includes the following tasks:
• Topographic survey
• Environmental survey
• Utilities verification
• Subsurface utility evaluation
• Geotechnical investigation
• Design, including Tech Memo, 90% design submitted and complete bid package design
• Engineer’s estimate of construction cost
• Permitting
• Preparation of bidding documents and bidding assistance
• Construction administration services, including SFR compliance assistance
The Department of Public Utilities (“Department”) desires to retain a professional Engineering firm to provide engineering services for the design and construction administration services for Hollywood Beach Utility Improvements.
On March 19, 2020, the Department advertised for statement of qualifications for the Hollywood Beach Utility Improvements project in accordance with the procedures set forth in Section 287.055, Florida Statutes entitled “Consultants’ Competitive Negotiation Act” (“CCNA”) and the City’s Procurement Code.
On July 6, 2020, the Office of the City Clerk and the Department received statement of qualification packages from the following nine professional engineering firms:
1. BCC Engineering, LLC.
2. Chen Moore and Associates, Inc.
3. Craven Thompson & Associates, Inc.
4. Gannett Fleming, Inc.
5. Keith and Associates, Inc.
6. Kimley Horn and Associates, Inc.
7. M&J Engineering, P.C.
8. Miller Legg & Associates, Inc.
9. Tetra Tech, Inc.
The Department assembled a selection committee comprised of the following City staff: Feng Jiang, P.E., Vernal Sibble, P.E., Juan Figueroa, P.E, Clarissa Ip, P.E., and Wilhelmina Montero P.E.
On August 20, 2020, members of the selection committee met for the first time to evaluate the statement of qualification packages and the selection committee short-listed four firms for oral interviews.
On September 10, 2020, members of the selection committee conducted oral interviews with the four short-listed firms. The selection committee completed the evaluation process and ranked the firms based upon the stipulated guidelines/criteria in the statement of qualifications package as follows:

The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
Fiscal Impact
Approval of this resolution will not fiscally impact the City. The negotiated agreement will be brought back for Commission approval and the fiscal impact will be determined at that time.
