Explanation:
The Director of Parks, Recreation and Cultural Arts (“PRCA”) recommends that the City participate in the Summer and Aftercare Food Service Program, at no cost to the City, for participants in the summer camp and aftercare program. The State of Florida, Department of Agriculture and Consumer Services ("DACS") and the Department of Health ("DOH"), offer a Summer and Aftercare Food Service Program for children that provides snacks, breakfast, lunch and/or dinner as required by DACS/DOH for children 18 years old or younger from low income families.
On February 4, 2026, PRCA requested proposals from DACS/DOH approved sponsors; and proposals were due by 6:00 p.m. on February 18, 2026, and resulted in the following response:
1. Dixie Catering
2. Diana Food Group
3. Flipany Inc.
On February 23rd, a Selection Committee met to evaluate and rank the proposals based upon the approved Evaluation Criteria established in the RFP: Firm Qualifications and Experience, Staff Qualifications and Experience, and Similar Engagements with Other Governmental Entities; and based on the Evaluation Criteria, the Selection Committee evaluated the three proposals and the scores were compiled to arrive at the following rankings, with the highest ranked first:
1. Flipany Inc.
2. Dixie Catering
3. Diana Food
The Selection Committee recommends that the City Commission authorize the execution of Sponsor-Site Summer and Aftercare Food Service Program Agreements with the highest ranked proposer, Flipany Inc., (“Flipany”) for a term of three years with an option to renew for two additional one-year periods;
Flipany possesses over fourteen years of experience, has previously provided these services to the City as authorized under resolution R-2020-078, serves as food service sponsor for over 100 sites, and is recognized by DACS for their summer food programs.
In accordance with the State Food Service Program, Flipany will act as the Food Service Program Sponsor and will be responsible for furnishing meals and snacks to children from low-income families under this program; it is anticipated that approximately 300 to 400 low income children will be served a daily breakfast and lunch at the following locations in the City: Kay Gaither Community Center at Beverly Park, Dr. Martin Luther King, Jr. Community Center, McNicol Community Center, and Washington Park Community Center.
The Food Service Program is available at no cost to the City as DACS/DOH will reimburse Flipany for each meal and snack provided.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City as this is a proposal for the Food Service Provider through the State of Florida, Department of Agriculture and Consumer Services and the Department of Health.
