Explanation:
The City and Broward County executed an Interlocal Agreement for the Surtax-Funded municipal transportation project on N58th Avenue between Johnson Street and Sheridan Street (BC-HYLWD-FY2020-00002) in an amount not to exceed $1,013,806.93.
In order to proceed with the project, the City requires the use of construction engineering & inspection services to ensure that the engineering design and specification requirements of the project are followed during construction.
On September 1, 2021, the City Commission passed and adopted Resolution No. R-2021-208 that authorized the City to execute Continuing Services Agreements with the highest-ranked firms based upon 10 disciplines to provide engineering services for Citywide projects, one of the firms being AE Engineering, Inc. In accordance with the Continuing Service Agreement that references RFQ No. 4666-21-DCM, the firm is required to execute an additional Agreement for surtax projects being funded by Broward County.
The Department of Development Services Engineering, Transportation, and Mobility Division requested a proposal from AE Engineering, Inc. and negotiated a project scope and fee that staff has determined to be fair and reasonable and in accordance with industry standards in the amount of $112,740.00.
In accordance with Section 38.38 of the Procurement Code, City Commission approval is required, as the contract amount to AE Engineering, Inc. exceeds $100,000.00.
The Director of Development Services and the Assistant Director of Financial Services for Procurement recommend that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed and Agreement with AE Engineering, Inc., based upon the project scope and fee and the terms and conditions of the Agreement for Construction Engineering & Inspection Services.
Fiscal Impact:
Funding will be made available in Fiscal Year 2022 Operating Budget as detailed in Exhibit 1, subject to approval of this resolution.
