Explanation:
In February of 2019, the Broward Metropolitan Planning Organization (MPO) identified the Dixie Highway corridor as a priority project within the Complete Streets Master Plan (“CSMP”). The limits of the MPO’s CSMP project are along Dixie Highway from County Line Road to Sheridan Street. The City of Hollywood, City of Hollywood Community Redevelopment Agency, and the City of Hallandale Beach have also identified the Dixie Highway corridor as an important municipal goal for Complete Street conversion.
In May of 2019, the City of Hollywood and the City of Hallandale Beach worked collaboratively on a traffic study for the Dixie Highway corridor and the study indicated that a proposed lane repurposing had no adverse impacts on the roadway segments in the corridor area.
In November of 2019, the Broward County Commission required that additional public engagement activities occur before considering the item for approval. On December 16, 2020, the City of Hallandale Beach City Commission considered the item and the Commission approved moving forward with additional public engagement activities.
The City of Hollywood will need to enter into an agreement with a consultant to provide the public engagement efforts required by Broward County that will be based upon Broward County’s municipal-level Community Awareness Plan (CAP) guidelines for lane elimination proposals.
On December 19, 2018, the City Commission passed and adopted Resolution No. R-2018-400 that approved and authorized the appropriate City officials to execute Continuing Services Agreements with the five highest-ranked firms for professional engineering services for civil, landscape architecture and planning projects; one of the firms is Kimley-Horn & Associates, Inc.
The Department of Development Services, Engineering, Transportation, and Mobility Division requested a proposal from Kimley-Horn & Associates, Inc. and negotiated a project scope and fee that staff has determined to be fair and reasonable and in accordance with industry standards
The project fee cost in the amount of $21,158.75 is within the approval authority of the City Manager, however, in accordance with Section 38.38 of the Procurement Code, City Commission approval is required because the cumulative contract amount to Kimberly-Horn & Associates, Inc. for FY 2021 will exceed $100,000.00.
The Director of Development Services and the Assistant Director of Finance for Procurement Services recommend that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed with Kimley-Horn & Associates, Inc. based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the Dixie Highway Corridor public engagement efforts.
Fiscal Impact:
The total not to exceed amount of $21,158.75 for this project will be jointly funded by the City of Hollywood Community Redevelopment Agency (39%) and the City (61%).
Funding for City of Hollywood Community Redevelopment Agency‘s portion of the project in the amount of $8,251.91 is available in the FY 2021 Operating Budget account number 166.668605.55200.531170.000000.000.000.
Funding for the City’s portion in the amount of $12,906.84 is available in the FY 2021 Operating Budget account number 001.140202.51500.531300.000000.000.000.
