Explanation:
Broward County has established the Broward Rapid Alert and Information Network (“RAIN”), a countywide flood-monitoring and early-warning system that provides real-time water-level data during heavy rainfall and storm events. The program helps municipalities, emergency responders, and the public identify flooded roadways and areas with high water levels.
Participation in the RAIN program requires the City to enter into an Interlocal Agreement with Broward County. Under the agreement, Broward County will purchase, install, operate, and maintain the flood-monitoring equipment, including water-level sensors, telemetry devices, solar panels, and related hardware. The County will also manage the collection and dissemination of real-time flood data.
The City’s responsibilities are limited to designating approximately twenty-five (25) square feet at each approved location within the City’s right-of-way or property, constructing a concrete foundation and installing conduit for the County-provided pedestal and pole, and paying an annual participation fee of $1,000.00 per urban flood unit for a five-year term.
Section 38.41(C)(9) of the City Code of Ordinances exempts from the competitive bid and competitive proposal requirements purchases of, and contracts for, supplies or contractual services when the City Commission declares by a 5/7th vote that competitive bidding and competitive proposals are not in the best interest of the City.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Interlocal Agreement with Broward County for participation in the RAIN flood monitoring program.

Funding for this project was included in the amended FY 2026 Capital Improvement Plan and is available in account number 443.419901.53800.531300.001782.000.000.
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
