Explanation:

The Oxygenation Flow Distribution Box (“OFDB”) receives preliminarily treated sewage and apportions it among the five oxygenation trains at the Southern Regional Wastewater Treatment Plant (“SRWWTP”).  The existing OFDB odor control system was installed in 2005 and aids in the treatment of foul air released by the turbulent transfer of flows in the distribution box.  The primary goal of the odor control system is to treat hydrogen sulfide emissions to mitigate localized corrosion and control nuisance odors that could impact the surrounding community.  The existing wet chemical OFBD odor control system needs extensive maintenance and has reached the end of its useful life.

 

On September 4, 2019, pursuant to Resolution No. R-2019-255, the City Commission approved and authorized the execution of an Authorization to Proceed (“ATP”) with Hazen and Sawyer, P.C. (“H&S”) to provide professional engineering services for the design, permitting, and bidding of the OFDB Odor Control System Replacement Project at the SRWWTP, in a lump sum amount of $89,548.00.

 

On December 2, pursuant to Resolution No. R-2020-315, the City Commission approved and authorized the execution of an ATP for Amendment No. 1 to Work Order No. H&S 19-04 to provide Professional Engineering Services for additional data collection and change of design to a chemical scrubber odor control system from the originally proposed biological treatment system.

 

Section 38.43 of the Procurement Code states that when the estimated annual cost of goods, supplies, materials, equipment, or services exceeds $50,000.00, a formal solicitation process shall be completed that may result in a written contract(s) and/or purchase order(s), after due public notice inviting bids or proposals.

 

On May 17, 2023, Invitation for Proposals Number IFB-051-23-JJ was electronically advertised on OpenGov.com to solicit the desired construction services in accordance with Section 38.43(A) of the Procurement Code.

 

On June 21, 2023, one bid was received electronically and opened with the following result:

H&S, Department, and Procurement staff thoroughly evaluated the bid proposals in accordance with section 38.43(F) of the City’s Procurement Code, and determined Cardinal Contractors, Inc. to be the lowest responsive and responsible bidder.  On October 19, 2023, a Notice of Intent to Award was posted on the City’s website and on OpenGov.com and resulted in no-bid protests.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being H&S.

 

Department requested a proposal from H&S to provide construction administration services for the project.  Department staff reviewed the proposal submitted by H&S, negotiated the project scope and fee in an amount up to $251,267.00, and determined that both the scope and fee are fair and reasonable and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization of the appropriate City officials to execute the contract with Cardinal Contractors, Inc., in an amount up to $3,131,010.00, for construction services related to the OFDB Odor Control System Replacement Project, and to execute the attached ATP for Work Order Number H&S 24-03 with Hazen and Sawyer, P.C. to provide construction administration services in an amount up to $251,267.00.

 

The estimated time for completion of construction is one year from the Notice to Proceed date.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY2024 Capital Improvement Plan and is available in account numbers 442.409904.53600.563010.001796.000.000 and 442.409901.53600.563010.001224.000.000.

 

Department of Public Utilities staff will manage this project.  No additional staff is needed as a result of this project.
