Explanation:

Tropical Storm Alex impacted South Florida on June 4, 2022, and caused serious flooding throughout Broward County.  The Southern Regional Wastewater Treatment Plant (“SRWWTP”) received large inflows containing high volumes of solids and non-flushable waste, resulting in damage to the facility’s two bar screens.  The Department of Public Utilities (“Department”) evaluated the options for long-term repairs and decided to repair the east bar screen and install hydraulic lift systems for both the east and west bar screens to increase their bypass capabilities.

 

On January 18, 2023, pursuant to Resolution No. R-2023-025, the City Commission authorized issuance of a purchase order to Huber Technology, Inc. (“Huber”) for the supply of bar screen repair parts and hydraulic lifts in an amount not to exceed $300,000.00.

 

On January 18, 2023, pursuant to Resolution No. R-2023-026, the City Commission approved and authorized the execution of an Authorization to Proceed with Brown and Caldwell (“B&C”) for Work Order Number B&C 23-02 for engineering evaluations of the repair of one bar screen and the installation of hydraulic lift systems on both bar screens in an amount not to exceed $46,345.40.

 

B&C determined that the bar screen building requires structural modifications to accommodate the addition of the hydraulic lifts.  B&C completed the design phase of the Bar Screen Modifications Project.

 

On November 22, 2023, Bid No. IFB-150-24-JJ was electronically advertised on OpenGov to solicit the desired construction services in accordance with Section 38.43(A) of the Procurement Code.  On December 21, 2023, three bids were received electronically and opened with the following results:

B&C, Department, and Office of Procurement and Contract Compliance staff thoroughly evaluated the bid proposals in accordance with section 38.43(F) of the City’s Procurement Code, and determined that TLC Diversified, Inc. (“TLC”) was the lowest responsive and responsible bidder.  On January 17, 2024, a Notice of Intent to Award was posted on the City’s website, and on OpenGov.com, and resulted in no bid protests.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being B&C.

 

Department staff requested a proposal from B&C to provide construction administration services for the Bar Screen Modifications Project.  B&C submitted a proposal to provide construction administration services in an amount up to $119,979.00.  Department staff reviewed the proposal submitted by B&C, negotiated the project scope and fee in an amount up to $119,979.00, and determined that both the scope and fee are fair and reasonable and in accordance with industry standards.

 

On December 14, 2023, emergency repairs were performed on the bar screens, requiring additional parts for the installation of the hydraulic lift systems.  Huber subsequently submitted a proposal to supply the necessary additional bar screen repair parts and field services in an amount up to $164,619.20.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute a contract with TLC in an amount up to $1,150,010.00 for construction of the Bar Screen Modifications Project, and to execute an Authorization to Proceed for Work Order No. B&C 24-06 with B&C to provide construction administration services in an amount up to $119,979.00, and to execute a Purchase Order with Huber for the supply of additional bar screen repair parts and field services in an amount up to $164,619.20.

 

Upon authorization from the City Commission, the project is estimated to be completed within 9 months from the Notice to Proceed date.

 

 

Fiscal Impact:

Funding for the project was included in the amended FY 2024 Capital Improvement Plan and is available in account numbers 442.409903.53600.563020.001725.000.000 and 442.409903.53600.563013.001725.000.000.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
