Explanation:
The Department of Public Utilities (“Department”) is responsible for planning, designing, managing, and inspecting Water and Sewer utility projects. The Department is seeking to hire in-house consultant engineers to provide additional technical support to help maintain and carry out its day-to-day and long-term operations.
Examples of the water and sewer tasks that these consultant engineering support staff may perform include:
• Assisting in the development of capital improvement project budgets, cost estimates, and project schedules
• Designing, reviewing, and managing capital improvement projects
• Overseeing and inspecting projects during construction
• Preparing documents for permit modification and renewals
• Providing financial analysis and support related to grant funding
• Preparing technical letters, reports and presentation materials.
On September 6, 2023, the City Commission adopted Resolution No. R-2023-277, which authorized the City to enter into continuing professional consulting engineering services contracts with eight firms for water, sewer, reuse, and stormwater infrastructure projects, including Craven, Thompson & Associates, Inc. (“CTA”). Department staff requested a proposal from CTA for in-house engineering support services based on the hourly rates established in the existing Professional Services Agreement. CTA submitted a proposal to provide on-call engineering support services in an amount not to exceed $400,000.00.
This agenda item requests City Commission authorization to execute the attached Authorization to Proceed for Work Order No. CTA 26-01 with CTA for in-house engineering support services in an amount up to $400,000.00, based on the scope of work, fees, and terms and conditions of the current Continuing Services Agreement.
Fiscal Impact:
Funding for this professional service requires amending the approved FY 2026 Capital Improvement Plan, as detailed in Exhibit 1, subject to approval of this resolution.
Department staff will manage this project. No additional staff are needed as a result of this project.
