Explanation:

The Department of Public Works desires to enter into multiple Processing And Disposal agreements for Recycling, Yard Waste, Bulk Waste And Commingled Waste agreements for maintaining and keeping a clean, healthy environment for both residents and visitors alike.

 

The Department of Public Works is responsible for maintaining a clean and healthy City through trash and waste pick up and disposal.  Public Works is responsible for the following: Recyclables, Yard Waste, Bulk Waste and Commingled Waste. Public Works would like to retain multiple Agreements with Processing and Disposal Services vendors to provide these Citywide services.

 

On June 4, 2025, the Department of Public Works and the Office of Procurement and Contract Compliance issued an Invitation For Bids (IFB) IFB-321-25-WV for the project of Processing and Disposal Services and the IFB was advertised on OpenGov.

 

The Invitation For Bid, IFB-321-25-WV was closed and a total of four proposals were received:

 

1.                     Panzarella MRF LLC (Fort Lauderdale, Florida)

2.                     Coastal Waste & Recycling, Inc. (Boca Raton, Florida)

3.                     Waste Management Inc. of Florida (Davie, Florida)

4.                     Hands On Development, LLC (Davie, Florida)

 

 

Upon review of the proposals, the Public Works Department and the Office of Procurement and Contract Compliance staff evaluated the firms based on the selection criteria established in the IFB and the firms were ranked as follows:

 

Recycling - Primary: Coastal Waste & Recycling, Inc., Secondary: Waste Management Inc. of Florida

Yard Waste - Primary: Panzarella MRF LLC, Secondary: Coastal Waste & Recycling, Inc.

Bulk Waste - Primary: Panzarella MRF LLC, Secondary: Coastal Waste & Recycling, Inc.

Commingled Waste - Primary: Panzarella MRF LLC, Secondary: Coastal Waste & Recycling, Inc.

 

The Director of Public Works recommends that the City Commission approves and authorizes the execution of multiple Blanket Purchase Agreements with the three qualified vendors, Coastal Waste & Recycling, Inc., Panzarella MRF LLC. and Waste Management Inc. of Florida for a term of five years with an option to renew for one three-year period.

 

 

Fiscal Impact:

Funding for these agreements is available in the FY 2026 Operating Budget in account number: 445.520101.53400.531170.000000.000.000 445.520101.53400.543600.000000.000.000 445.520101.53400.543610.000000.000.000 445.520102.53400.534980.000000.000.000 and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission.
