Explanation:

This item involves conducting a Public Hearing on the City’s One Year Action Plan and Projected use of Funds for Federal Program Year 2023-2024.

 

The City of Hollywood One Year Action Plan for Federal Program Year 2023-2024 provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used to address the priority needs and specific goals identified by the Consolidated Plan.

 

Notice to the public advising of the availability of a summary draft of the proposed One Year Action Plan based on the allocations was published in the Sun Sentinel on May 22, 2023, informing the public that the detail of the draft is subject to change. HUD published an allocation of $581,004.00 in Home Investment Partnership (“HOME”) funds and $1,173,389.00 in Community Development Block Grant (“CDBG”) funds.  There was $8,991.65 CDBG Carry Over funding from FY 2022 due to unused public service funding that was included to increase the public services allocations for FY 2023. The proposed One Year Action Plan was made available for public inspection and comment at the Community Development Division. The activities described in the proposed One Year Action Plan for Federal Fiscal Year 2023-2024 reflect the recommendations of staff and of the CDAB.

 

The One Year Action Plan is submitted to HUD via an on-line platform known as the Integrated Disbursement and Information System (“IDIS”). The attached version of the proposed Plan was downloaded from IDIS.

 

After the public hearing the City Commission may adopt the recommendations, as proposed, or the Commission can modify the One Year Action Plan in any way desired within the limits of the applicable federal regulations.

 

 

Fiscal Impact:

 

Funding for the One Year Action Plan 2023-2024 has been provided by the Department of Housing and Urban Development through the Community Development Block Grant and Home Investment Partnership Programs and will be included in the FY 2024 operating budget subject to approval and adoption by the City Commission.
