Explanation:

The applicant requested a variance to reduce the minimum off-street parking requirement from twelve (12) spaces to one (1) space for the adaptive reuse of the existing building at 1980 Grant Street as a specialty coffee roasting, warehouse, office, training, and commercial coffee facility.

 

The Planning and Development Board heard the variance request on June 9, 2026. City staff proffered no recommendation to the Board as Criterion four (4) was found to be inconclusive. Staff’s review was limited to evaluating the request against the applicable variance criteria and identifying a recommended condition should the Board approve the request.

 

On June 9, 2026, the Planning and Development Board approved the variance by a vote of 5-1, subject to the following condition:

 

1.                     The applicant shall work with the City’s Engineering, Transportation, and Mobility Division at the time of permitting to address the existing parking configuration.

 

Following the Planning and Development Board’s approval, the item was called for a de novo review by the City Commission pursuant to Section 5.6 of the City’s Zoning and Land Development Regulations.

 

The matter is now before the City Commission for review of the Planning and Development Board’s decision. Consistent with its position before the Planning and Development Board, staff proffers no recommendation on the request and defers the determination to the City Commission.

 

Background

The subject property is located at 1980 Grant Street and consists of approximately 7,696 square feet, or 0.18 acres. The property has a Regional Activity Center land use designation and is zoned North Downtown Low Intensity Multi-Family District, ND-1. The site contains an approximately 7,200-square-foot existing building and is surrounded primarily by commercial and warehouse uses.

 

The applicant proposes to adaptively reuse the existing building for coffee roasting, warehouse and storage, office, training, and commercial coffee operations. Commercial uses are permitted within the ND-1 district through the adaptive reuse of existing buildings adjacent to North 20th Avenue.

 

Based on the proposed combination of uses, twelve (12) off-street parking spaces are required. The rear of the property historically accommodated three nonconforming parking spaces; however, due to the site configuration and applicable design requirements, only one legally conforming space can be provided. The applicant therefore requested a variance to reduce the parking requirement from twelve spaces to one space.

 

The applicant submitted a Traffic and Parking Statement prepared by Choice Engineering Consultants, Inc. The statement estimated approximately ten weekday vehicle trips and concluded that the project would use less than one percent of the capacity of adjacent roadways, with no significant operational traffic impacts anticipated. The report also estimated a typical weekday parking demand of approximately three spaces and documented that the business generally operates with approximately three to four employees.

 

Staff evaluated the request pursuant to the applicable variance criteria. Staff found the request consistent with Criteria 1 through 3, reached an inconclusive finding regarding Criterion 4, and determined that Criterion 5 was not applicable. Staff did not make a recommendation for approval or denial and presented the request to the Planning and Development Board for determination.

 

Staff does not typically recommend approval when a request does not satisfy all applicable criteria. However, where a request is generally consistent with the adaptive reuse provisions of Section 4.6 of the ZLDR and Comprehensive Plan policies promoting infill development, staff determined that the proposal represents an appropriate adaptive reuse of an underutilized parcel within a mixed-use zoning district within the RAC.

 

 

Conclusion:
In summary, The City Commission is considering the Planning and Development Board’s June 9, 2026 decision approving the variance, subject to the condition requiring coordination with the City’s Engineering, Transportation, and Mobility Division at the time of permitting.

 

 

Fiscal Impact:

Approval of the resolution will not have an immediate fiscal impact to the City as this is a request for the City Commission to review the Planning and Development Board’s decision to approve a variance to reduce required off-street parking.
