Over the last year, the Green Team Advisory Committee and city staff from Planning, Building and Parking & Intergovernmental Affairs have met to discuss changes to the Green Building Ordinance to address unintended consequences that have risen.
On May 21, 2014, the Green Team presented its recommended changes which included:
• certification of all buildings over 20,000 sq ft rather than multiple buildings in a development
• waiver by Planning & Development Board rather than City Commission
• application to certifying agency prior to submission of building permit
• requirement for a 3% bond which would be returned upon certification or forfeited to the City’s Tree Fund if certification was not achieved
After review and discussion of these recommendations, staff supports the following changes as shown in the proposed ordinance as a Phase 1 amendment: certification of buildings over 20,000 sq ft and waiver by the Planning & Development Board. At this time, staff does not support a bond requirement. As part of Phase 2, staff will seek to develop a Hollywood Green Building Program and evaluate the requirement to apply for third party certification prior to submitting for building permit. Staff will work with the Green Team and Hollywood Chamber’s newly created Business Advocacy Group to develop a local “Hollywood” Green Program.
At the September 14, 2014 Commission meeting, Ms. Mertens-Black presented the first reading of an ordinance to make revision to the green building codes. At that time, the Commission asked that the Green Team Advisory Committee re-evaluate the code include an enforcement mechanism and report back at the February 18, 2015 meeting. Since that meeting, the Green Team has worked with representatives from the Chamber and development community to draft language. This language has been added to the Green Team recommendation attached.
