Explanation:
The Department of Public Utilities (“Department”) needs on-call professional engineering support services to help with water projects on an as-needed basis. This assistance is needed to ensure the Department continues meeting regulatory compliance, legislative, and contractual requirements. Some of the services needed can be pre-defined, however, the need for additional services may arise.
The Department has determined that engineering services for the following tasks are needed on an as-needed basis:
• Modeling analysis of the water distribution system
• Regulatory Compliance:
• Permit modifications or renewals
• Proactive participation in the development of new regulations
• Technical evaluations and reports to address regulatory issues
• Presentations and project status reports
• Engineering Services:
• Evaluation of new technologies
• Periodic reassessment of upgrade and re-rate programs
• Financial analysis and support for grant funding
• Preparation of technical letters, reports, and presentation materials
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251 authorizing the execution of continuing consulting engineering services contracts with five firms for a period of five years for the Water Treatment Plant and Southern Regional Wastewater Treatment Plant projects, one of the firms being Arcadis (“ARC”).
The Department requested a proposal from ARC to provide the aforementioned services for water projects on an as-needed basis and ARC submitted a proposal to provide these services in an amount up to $150,000.00.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. ARC 25-06 with ARC in an amount up to $150,000.00 on an as-needed basis.
Fiscal Impact:
Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 442.409904.53600.531300.001790.000.000.
Department staff will manage this project. No additional staff are needed as a result of this resolution.
