Explanation:

The City operates the Wastewater System which consists of wastewater collection/transmission system, 88 sewer lift stations, the reuse supply system within the City’s corporate limits and the Southern Regional Wastewater Treatment Plant.  The Department of Public Utilities (“Department”) has the responsibility for planning, regulating, designing, constructing, operating and maintaining this wastewater system.  An updated Wastewater Master Plan is necessary to effectively fulfill the City’s responsibilities, comply with regulatory programs at various levels (federal, state, county and local), provide a high level of service to residents, accommodate growth and economic development, and protect public health, safety and the environment.

 

On February 17, 2021, pursuant to Resolution No. R-2021-036, the City Commission approved and authorized the execution of the professional engineering services agreement with Hazen and Sawyer, P.C. (“H&S”) to update the Wastewater Master Plan - Phase 1 in the amount of $1,490,619.00 with an understanding that Phase 2 would be presented to the City Commission for approval in FY 2022 in the amount of $1,804,858.00.

 

Phase 1 of the Wastewater Master Plan Update is complete, the Department needs to proceed to Phase 2.  Phase 2 entails system vulnerability and criticality assessment, capital improvements program, workshop assistance, calibration of full wastewater model and regulatory considerations.

 

The attached Resolution seeks the City Commission’s authorization to execute the attached Authorization to Proceed for Work Order No. H&S 22-04 with H&S for Wastewater Master Plan Update - Phase 2 in an amount not to exceed $1,804,858.00, based upon the project scope and fee and the terms and conditions of the current professional engineering services agreement for the project.

 

Upon authorization from the City Commission, the project will be completed in approximately 12 months from the date of execution of the Authorization to Proceed.

 

 

Fiscal Impact:

Funding for this project was included in the amended FY2022 Capital Improvement Plan, and is available in account number 442.409903.53600.531300.000731.000.000.
