Explanation:

The Department of Public Utilities operates the Utilities Lab in the Southern Regional Wastewater Treatment Plant, located at 1621 North 14th Avenue, Hollywood, Florida.

 

The Utilities Lab in the Southern Regional Wastewater Treatment Plant was built in 1997 and all furniture and fume hoods have reached the end of their useful life.

 

The Department of Public Utilities is requesting to replace lab furniture and fume hoods at the Utilities Lab.

 

The necessary lab furniture and fume hoods were competitively bid by the University of Virginia, pursuant to Request for Proposal (RFP) Number FM032917 - Laboratory Casework, Fume Hoods and Accessories on March 29, 2017.

 

The University of Virginia awarded RFP Number FM032917 - Laboratory Casework, Fume Hoods and Accessories to the vendor, Nycom, Inc., and is valid from October 23, 2017 through October 22, 2022.

 

Nycom, Inc. has agreed to extend the same pricing as outlined in the University of Virginia RFP Number FM032917 to the City. 

 

The Interim Director of Public Utilities and the Director of Procurement and Contract Compliance recommend that the City Commission approve the issuance of the attached purchase order to Nycom, Inc. for the replacement of the lab furniture and fume hoods.

 

Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

                                          

It is necessary to amend the approved FY 2020 Capital Improvements Program as set forth in the attached Exhibit “A”.
