Explanation:

The Department of Public Utilities (“Department”) maintains and operates a 40.5 million gallons per day Water Treatment Plant (“WTP”).  Although the WTP utilizes membrane reverse osmosis and nanofiltration, the best available technology for Per- and Polyfluoroalkyl Substance (“PFAS”) removal, conventional lime softening treatment is also used at the WTP and does not remove PFAS.

 

PFAS are a group of manufactured chemicals that do not break down naturally in the environment and can migrate into soil and water, including into drinking water sources.  PFAS have recently been detected in multiple WTP raw water wells.  Environmental Protection Agency regulations require these compounds be reduced to below four parts per trillion(“ppt”) by April 10, 2031.

 

Department staff have requested technical assistance to determine the optimal final treatment configuration to reduce PFAS levels to below the regulatory limit of four ppt, including assistance with modifications to the WTP Membrane Softening (“MS”) Train.

 

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for WTP and Southern Regional Wastewater Treatment Plant Projects, one of the firms being Hazen and Sawyer, P.C. (“H&S”).

 

Department staff requested, and H&S submitted, a proposal to provide professional services related to PFAS Phase 2A Design of an MS Train Addition project (“MS Train Project”).  Department staff reviewed the proposal submitted by H&S, negotiated the project scope and fees in an amount up to $487,212.00, and determined that the scope and fee are fair, reasonable, and in accordance with industry standards.

 

This agenda item seeks the City Commission’s approval and authorization for the execution of an Authorization to Proceed for Work Order No. H&S 26-03 with H&S to provide professional engineering services in an amount up to $487,212.00.

 

The Fiscal Year 2026 (“FY 2026”) Operating Budget was adopted and approved by the City Commission pursuant to Resolution R-2025-335 at the second Public Budget Hearing on September 25, 2025.  The FY 2026 Capital Improvement Plan (“CIP”) was adopted and approved by the City Commission pursuant to Resolution R-2025-336 at the second Public Budget Hearing on September 25, 2025.

 

Upon authorization from the City Commission, the project is estimated to be completed within 16 months of the issuance of the Authorization to Proceed.

 

 

Fiscal Impact:

Funding for this project requires amending the approved FY 2026 Operating Budget and Capital Improvement Program as detailed in Exhibit 1, subject to approval of this resolution.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
