Explanation:
Initial Contract
The City Commission directed staff to obtain micro-transit/circulator services to provide residents and visitors with alternative transportation options connecting West Hollywood, Downtown Hollywood, Hollywood Beach, and the City’s parking garages. The City began utilizing Circuit Transit, Inc. on June 7, 2023, pursuant to Resolution No. R-2023-161, in an amount not to exceed $1,128,942.00 for an initial one-year term from July 1, 2023, through June 30, 2024, with three additional optional one-year renewal periods.
Renewal Request
The Department of Development Services, Engineering, Transportation and Mobility Division, desires to execute the third 12-month renewal of the contract in an amount not to exceed $1,549,000.00 for the period from July 1, 2026, through June 30, 2027. The renewal amount includes both the 3% price increase approved on February 2, 2026, and an additional $264,654.00 in grant funding received through the first year of the Florida Department of Transportation (“FDOT”) Micro-Transit Pilot Program.
Use of FDOT Grant & Surtax Fundings
The City Commission previously accepted an FDOT Micro-Transit Pilot Program grant (R-2026-097) in an amount not to exceed $1,400,314.00, which includes a required local match of $700,157.00, distributed over a three-year period. The first year of grant funding, totaling $264,654.00, will expand existing services through the addition of two electric sedans to the current micro-transit fleet. To supplement the City’s local match commitment, approximately $100,000.00 in Broward County transportation surtax formula-based funding, pursuant to the 2025 Amended and Restated Transportation System Surtax Interlocal Agreement - Third Amendment, will also be utilized. FDOT final funding is contingent upon execution of the Public Transit Grant Agreement prior to commencement of any work activities.
In addition to the contract renewal, the Department is requesting approval of an amendment to the contract to:
1.) Include the requirements of the 2025 Amended and Restated Transportation System Surtax Interlocal Agreement-Third Amendment by requiring Circuit Transit, Inc. to:
- list Broward County as an additional insured; and
- to indemnify, defend, and hold Broward County harmless from all claims, causes of action, and damages of any kind associated with the provision of On-Demand Transportation Services.
2.) Extend contract term to include three additional optional one-year periods to align with the duration of the FDOT grant program.
2025-2026 Service Performance & Accomplishments
West Zone Ridership increased 71% between April 2025 and April 2026, from 645 monthly riders in April 2025 to 1,102 monthly riders in April 2026.
East Zone Ridership has been steady, with a seasonal increase over the last six months, ranging from 6,109 riders in the lowest month to 9,990 in the highest. Average monthly ridership is 7,527, with an overall increase of 29% between November 2025 and April 2026.
Transit Study recommendations below were implemented:
- Modified West Zone service hours and service area.
- Optimized East Zone fleet by replacing two GEMS with two Kia sedans.
- Added bulk ride purchase option with 25% discount offer when purchased in the Hollywood zones in the “Ride Circuit” App. Bulk rides are $1.50 per ride instead of $2.00.
Micro-Transit Service Goals
The contract renewal funds will support the implementation of a multi-phase pilot program in both service zones, based on recommendations in the Comprehensive Transit Study. The pilot program is intended to optimize service delivery by modifying operational zones, vehicle allocation, service hours, and fare structures. Anticipated improvements during the renewal term include:
1. Co-branded marketing and public awareness initiatives conducted by Circuit Transit, Inc.
2. Evaluation and adjustment of vehicle types and sizes within each service zone to better align with operational needs and rider demand.
3. Tailored adjustments to micro-transit zone boundaries:
- Including the elimination of low-usage areas.
- Expansion into underserved areas with high transit propensity scores, including North Central Hollywood and the extension of Zone 1 to the Hollywood/Sheridan Tri-Rail Station.
4. Reallocation of vehicles between zones and modification of operating schedules based on ridership demand and operational performance.
The Director of the Department of Development Services recommends that the City Commission approve and authorize the renewal and amendment of the contract with Circuit Transit, Inc. in an amount of up to $1,549,000.00 for the 12-month contract renewal term.
Fiscal Impact:
A portion of the funding for this contract renewal is available in the FY 2026 Operating Budget in the account numbers listed below and will be budgeted in subsequent fiscal years’ operating budget subject to approval and adoption by the City Commission. The remainder of the funding required for this agreement will be funded using micro-transit pilot program grant and Surtax Third Amendment funding.
Zone 1 Total: $1,163,569.19
- CRA will contribute 42% ($488,699.06) of costs from account numbers 163.638504.55200.548060.000000.000.000 and 166.668602.55200.548060.000000.000.000
- The City will contribute the remaining 58% ($674,870.13) from account number 336.140201.54100.531170.000000.000.000
Zone 2 Total: $385,430.81
- The City will contribute 100% of the costs using account number 336.140201.54100.531170.000000.000.000, and funding from the micro-transit pilot program grant and Surtax Third Amendment.
