Explanation:
On February 2, 2011, the CRA Board passed and adopted Resolution No. R-CRA-2011-08, which amended and consolidated the Property Improvement Program for the Beach and Downtown Districts into one comprehensive program. The CRA adopted the PIP to facilitate the upgrading of structures and/or eliminate slum and blighting influences within both districts of the CRA.
The PIP is a comprehensive program with eligibility guidelines and specific criteria.
Jose Cortes, Director of Design and Construction Management Department (“DCM”), as a duly authorized representative of City of Hollywood (“COH”), has submitted an application in accordance with the PIP requirements.
COH intends to improve the appearance of the Art and Culture Center building located at 1650 Harrison Street, within the Downtown District of the CRA. The scope of work is as follows: New Roof on a historically designated building in the downtown CRA, Mechanical scope of work includes relocating of mechanical systems from the ground floor to the new roof.
COH has identified the following: The City has an urgent need for the replacement of the roof on the Art and Culture Center. There is evidence of extensive failure in the roofing system, as multiple stains and evidence of leaks throughout the building as indicated during rain events in the last several months whereas leaking was witnessed by staff, the roof leaks in several locations inside the building, causing damage to the building and the artwork within. Due to the extent of roof failure, it is not recommended to make any further roofing repairs.
In preparation for the General Obligation Bond’s new addition to the Art & Culture Center, sequencing the re-roof scope before this work begins is critical and must finish prior to the start of the new addition. There are existing mechanical units in the footprint of the new building that need to be relocated to various locations on the existing roof. We’ve included this relocation as part of this contract so that any new flashing of the units can be done simultaneously between a mechanical contractor and the roofer, DCM staff is overseeing the seamless coordination of this work.
CRA staff has reviewed the applications in accordance with the PIP guidelines and has determined that the applications submitted by COH meets the eligibility criteria for grants under the PIP Program.
The total project cost for the 1650 Harrison Street building is estimated at $500,000.00 and the grant amount for this project will not exceed $75,000.00, making the CRA’s contribution approximately 15% of the total cost.
COH will expend these monies on the project, and the grant will be distributed upon completion of improvements.
