Explanation:

On September 6, 2023, pursuant to Resolution No. R-2023-280, the City Commission authorized the appropriate City officials to execute a contract with Cardinal Contractors, Inc. (“Cardinal”) for construction services related to the 2023 SRWWTP Maintenance Work Project, which includes five urgent work packages in an amount up to $10,849,710.00 and required fast-tracked completion within 365 days.

 

During construction, oxygenation train No. 4 could not be shut down as required due to unanticipated operational constraints from related process failuresThe project was further delayed by the contract requirement to test the operation of one of the new polymer dosing units before replacing eight additional units.  The mechanisms in Grit Chamber No. 1 and No. 2 had failed and City requested a proposal from the manufacturer through Cardinal in September 2024.

 

On December 5, 2024, the City Manager approved Change Order No. 1 to extend the contract completion date to March 6, 2025.  The Department of Public Utilities (“Department”) decided to extend the contract for an additional 365 days to replace the failed grit chamber mechanisms, due to the anticipated significant manufacturing time.

 

The Department Director and the Chief Procurement Officer recommend that the City Commission approve and authorize the appropriate City officials to execute Change Order No. 2 with Cardinal to extend the project duration for an additional 365 days.  The Department Director and the Chief Procurement Officer further recommend that the City Commission approve and authorize the City Manager or his designee to utilize available contingency funds and the remaining contract funds as set forth in the contract to complete these urgent SRWWTP repairs, if necessary and justified.

 

 

Fiscal Impact:

Approval of this item will not fiscally impact the City as this change order impacts the number of days for project completion and utilization of previously budgeted contingency funds which results in no additional cost to the city.

 

Department staff will manage this project.  No additional staff are needed as a result of this change order.
