Explanation:
The Department of Public Utilities (“Department”) operates in a dynamic environment that requires engineering support services on an as-needed basis. Among many on-going initiatives and projects, the Department is actively pursuing grant funding from various agencies to support its infrastructure improvements. The Department needs engineering and technical assistance to strategically identify and draft prospective grant applications that best suit the Department’s needs and goals.
Currently, the Department is considering grant opportunities being offered by FEMA Building Resilient Infrastructure and Communities Program, Rebuild Florida Program, CDBG-MIT Program, Florida Department of Environmental Protection Water Protection Grant, FEMA Hazard Mitigation Grant Program, Resilient Florida Grant, 319(h) Nonpoint Source Funding Grant, South Florida Water Management District Alternative Water Supply Program, DEO Community Planning Technical Assistance Grant and other grants that may become available in the future.
Other needed engineering support services include addressing regulatory compliance activities, permit applications, conceptual planning as well as support for water, wastewater, stormwater, and reuse water projects. Currently, engineering services are needed for the following and other similar tasks and issues on and an as-needed basis:
• Engineering and technical assistance to strategically identify and draft prospective grant applications that best suit the Department’s needs and goals
• Engineering support related to regulatory compliance and permit application for city wide water, wastewater, stormwater, and reuse water systems
• Engineering support for water, wastewater, stormwater, and reuse water projects designed and administrated by Department in-house staff
o Perform technical evaluation and develop technical memoranda
o Provide support to track project schedules
o Prepare PowerPoint presentations
o Assist in shop drawing review and proposal negotiation
o Assist in response/clarification to issues during construction
o Develop construction details
o Provide QA/QC for bid documents and other reports
• Conceptual planning for matters of emerging interest
The tasks described in the proposal will be completed on an as requested basis. The Department requested a proposal from Tetra Tech, Inc. to provide the aforementioned services. Tetra Tech, Inc. submitted a proposal to provide the engineering support services in an amount not to exceed $400,000.00.
This agenda item seeks the City Commission’s approval and authorization to execute the attached Authorization to Proceed for Work Order No. TTH 22-01 with Tetra Tech, Inc., in an amount not to exceed $400,000.00 on an as-needed basis.
Fiscal Impact
Funding for this project was included in the amended FY 2022 Capital Improvement Plan and is available in account numbers 442.409901.53600.531300.000744.000.000 and 443.419901.53800.531300.000905.000.000.
The Department staff will manage this project. No additional staff is needed as a result of this project.
