Staff Recommends:  Approval of the attached Resolution.

 

 

Explanation:

The City has the responsibility for planning, regulating, designing, constructing, operating, and maintaining the water, wastewater, and stormwater systems within the City’s utility service area.

 

The Department of Public Utilities (“Department”) desires to retain five engineering consulting firms to provide engineering services related to the following Water, Wastewater, and Stormwater projects:

 

1.                     Construction Engineering and Inspection services (“CEI”) for Washington Park Utilities Improvements Project

2.                     CEI Services for Sewer Expansion between Buchanan and Fillmore Streets and from North 72nd Avenue to North 70th Way

3.                     CEI services for implementation of the 4-Log Virus Disinfection Process at the Water Treatment Plant

4.                     CEI services for Sodium Hypochlorite Disinfection Conversion at the Southern Regional Wastewater Treatment Plant

5.                     Design and CEI Services for the addition of a generator to Lift Station E-8.

 

On August 23, 2023, the Department and the Office of Procurement and Contract Compliance (“Procurement”) followed procedures established in Florida Statute 287.055, Consultants’ Competitive Negotiation Act (“CCNA”), and the City’s Procurement Ordinance, to advertise for statements of qualifications via RFQ-118-23-JJ for Design and CEI services for the projects as set forth above.

 

On Monday, October 2, 2023, RFQ-118-23-JJ was opened at 3:00 p.m. and Procurement received statements of qualification packages from the following ten firms :

 

1.                     Ally Engineering Services, Inc.

2.                     Arcadis U.S., Inc.

3.                     BCC Engineering, LLC

4.                     Calvin, Giordano & Associates, Inc.

5.                     Craig A. Smith & Associates, LLC

6.                     Craven, Thompson & Associates, Inc.

7.                     EAC Consulting, Inc.

8.                     Kimley-Horn and Associates, Inc.

9.                     R.J. Behar & Company, Inc.

10.Tetra Tech, Inc.                                                               

 

Procurement assembled a diverse selection committee composed of five qualified professionals.  Members of the selection committee met on December 11, 2023, to evaluate the statements of qualifications and rank the participating firms.  The selection committee determined that it is in the City’s best interest to select five firms to provide Design and CEI services for these capital improvement projects.  Selection committee members completed the evaluation process after determining that oral presentations were unnecessary and ranked the firms following the stipulated guidelines in the request for qualifications package.

 

The following table describes the overall and final results of the top five firms ranked from the selection process:

Professional engineering consulting services will be provided by the selected consulting firms in accordance with the project schedules.

 

This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute the attached continuing consulting engineering agreements with the five highest-ranked consultants to provide Design and CEI services for the projects as set forth above.

 

 

Fiscal Impact

Approval of this Resolution will not fiscally impact the City as this resolution seeks to execute consulting engineering agreements with the five highest-ranked firms.  The contract cost is unknown until negotiations are finalized and required funding will be determined at the time.

 

Department staff will manage this project.  No additional staff are needed as a result of this project.
