Explanation:

Alta Developers LLC is the owner of properties within Block 53, located at the northeast corner of U.S. 1 and Taylor Street. Block 53 was platted in 1921 under the Plat of “HOLLYWOOD,” creating 24 lots, each with access to a perimeter road network and an interior 15’ wide service alley providing utility and service access for each lot.

 

The owner proposes to construct a mixed-use residential and commercial project development on Lots 1 through 10 and Lots 13 through 22. The proposed project consists of an 18-story building with 464 residential units and approximately 7,000 square feet of retail space and is nearing issuance of a Building Permit.

 

An application was submitted by the owner requesting approval to vacate approximately 320’ of the 15’ wide service alley. The owner does not own the entire block. As such, two 22’ wide alley easements are proposed through the project site to provide continuity and access between the remaining eastern alley segment to Taylor Street and the remaining western alley segment to Fillmore Street.   

 

Existing utilities relocation within the alley vacation area will be required. The proposed vacation ordinance includes language requiring all utility relocations to be completed satisfactorily within 24-months of the adoption of the ordinance as a condition prior to the ordinance becoming effective. 

 

A Unity of Title to consolidate the multiple lots within the project site will also be required as a condition prior to the ordinance becoming effective.

 

Staff has determined that the proposed vacation is consistent with the City’s Code and Comprehensive Plan, that the subject right-of-way is not required for public use, and that the proposed vacation bears a reasonable relationship to the health, safety, and welfare of the citizens of Hollywood, Florida.

 

Staff recommends approval of the vacation request.

 

 

Fiscal Impact:

Approval of this ordinance will allow for the redevelopment of the site and eliminate the cost of maintenance of the alley which will have a positive fiscal impact to the City.
