Body

Staff Recommends: Approval of the attached Resolution.

Explanation:

The City of Hollywood seeks to complete a Citywide vulnerability assessment update in order to fully comply with F.S. 380.093 requirements, incorporate its new Stormwater Master Plan, conduct analyses to comply with the Peril of Flood statute section 163.3178(2)(f), and draft corresponding comprehensive plan language.

On October 12, 2022, the City Commission adopted Resolution R-2022-304, accepting a grant from the State of Florida Department of Environmental Protection (“FDEP”) for funding through its Resilient Florida Grant Program in the amount of $800,000.00. The grant is to fund the Citywide vulnerability assessment update, and FDEP awarded the total grant request which has no match requirement. Staff is currently working on the Grant agreement with FDEP.

The City has followed the requirements set forth in Section 287.055 Florida Statutes, entitled “Consultants Competitive Negotiation Act” (“CCNA”) and the City’s Procurement Code to obtain the services of engineering design consultants for this project.

On August 25, 2022, the City advertised on www.bidsync.com <http://www.bidsync.com> Request for Qualifications No. 4752-22-WV for Engineering Design Services for the Citywide vulnerability assessment update.

On the response due date of September 27, 2022, the Office of the City Clerk and the Department of Design and Construction Management (“DCM”) received Statement of Qualifications packages from the following four firms:

1.                     Hazen and Sawyer

2.                     Moffatt & Nichol

3.                     Tetra Tech, Inc.

4.                     WSP, USA, Inc.

A selection committee was created comprised of City staff and included a Project Manager from the City’s Utilities Department, DCM’s Engineering Support Services Manager (Architectural), DCM’s Environmental Sustainability Coordinator, the Assistant Director of Utilities, and DCM’s Engineering Support Services Manager (Engineering), along with a Senior Purchasing Agent from the Office of Procurement and Contract Compliance as a supervising non-voting member. The Committee met on October 3, 2022, in a publicly advertised meeting to evaluate Statements of Qualifications based on the selection criteria published in the RFQ.

The selection committee completed the initial selection evaluation, short-listed and ranked the following firms based upon the published selection criteria, and invited them to present their qualifications in the second meeting of the selection committee:

1.                     Hazen and Sawyer

2.                     Moffatt & Nichol

3.                     Tetra Tech, Inc.

On October 12, 2022, the short-listed firms provided their 15-minute presentations, followed by a 15-minute question and response period. The selection committee completed the evaluation process and ranked the firms following the stipulated guidelines/criteria in the Statement of Qualifications package. On October 12, 2022, a Notice of Intent to Rank was posted on the City’s webpage and Bidsync. No protests were received.

Section 287.0554(b), Florida Statutes requires that a minimum of three consulting firms be selected, and it is the recommendation of the selection committee to rank the three firms in the following order for consideration:

1.                     Tetra Tech, Inc.

2.                     Hazen and Sawyer

3.                     Moffat & Nichol, Inc.

DCM recommends that the City Commission authorize the appropriate City officials to begin negotiations with the highest-ranked firm for this project as allowed under Florida Statues and City Code.

Fiscal Impact:

Funding for the Citywide Vulnerability Assessment Update in the amount of $800,000 has been budgeted and is available once the FDEP grant agreement is fully executed.
