Explanation:
This Resolution seeks authorization to amend the Fiscal Year (FY) 2022 Operating Budget and the FY 2022 Capital Improvement Plan adopted and approved by the City Commission on September 23, 2021, pursuant to Resolutions R-2021-244 and R-2021-245 respectively.
Fiscal Impact:
Exhibits 1-86 include budgetary amendments within the General Fund, Law Enforcement Forfeiture Fund, American Rescue Plan Act Fund, Park Impact Fee Fund, General Capital Outlay Fund, Major Equipment Replacement Fund, Water and Sewer Fund and Internal Service Fund totaling $16,563,16827,043,825. The amendments consist of:
Exhibit 1 within the General Fund:
• tTransfers $700,000 of available salary savings stemming from vacancies in the Police Department. The funds are transferred from the General Fund to the Major Equipment Replacement Fund for outfitting police vehicles.
• Transfers $2,000 from contingency to the General Capital Outlay Fund and allocates additional funding to the wayfinding project.
Exhibit 2 recognizes $22,425 of law enforcement forfeiture auction proceeds and allocates the proceeds for investigative expenses.
Exhibit 3 within the American Rescue Plan Act Fund:
• Reallocates available funds in the amount of $260,000 to increase awareness of City resources through civic engagement and communication initiatives; consultant services to upgrade the City’s broadcast equipment; and the remaining funds to conduct a security study of City facilities.
• Recognizes the second allocation of the Coronavirus State and Local Fiscal Recovery Funds, through the American Rescue Plan Act (“ARPA”), in the amount of $14,695,251. Staff has reviewed the Final Rule along with upcoming operational and capital needs of the City in conjunction with the City’s Strategic Plan. As a result, the second tranche is allocated accordingly: $8,660,500 for qualified projects and $6,034,751 for non-recurring community investments. Staff recommendations are in accordance with the Final Rule.
Exhibit 4, within the Park Impact Fee Fund reallocates available fundsing from a completed capital project to the Butler Rock House project. serve current capital needs.
Exhibit 5, within the General Capital Fund:
• , cCombines available funding in the amount of $40,447 for similar capital projects into one account.
• Recognizes $2,000 from the General Fund for the wayfinding project.
Exhibit 56 recognizes $700,000 from the General Fund to the Major Equipment Replacement Fund for outfitting police vehicles.
Exhibit 7, within the Water and Sewer Fund:
• Transfers $253,555available funding from contingency to Contractual Services to fund engineering support services.
• Reallocates $10,200,000 from a delayed capital project to fund current capital needs.
Exhibit 68, within the Internal Services Fund, allocates $145,045 auction proceeds from the sale of police vehicles which will be reinvested for vehicle expenses.
