Explanation:
The City signed a Memorandum of Understanding (“MOU”) in 2019 with the County partnering with other County municipalities creating a Solid Waste Working Group (“SWWG”) to recommend strategies and solutions to establish a regional solid waste and recyclables management system based on shared principles and commitments.
The MOU was an agreement among the County and those municipalities that, in order to be both effective and enduring, the system must be a collaborative venture based on certain principles and commitments, including
• Mutual pledges of solid waste flow for an extended period of time,
• Consideration of all possible governance structures, with a preference for one that maintains local control and flexibility,
• Common control and/or responsibility of acquired and constructed public assets and liabilities,
• Setting of tipping and other fees, and
• Recognition that robust recycling programs are necessary even if the current condition of the recycling market imposes additional short-term costs.
The resolution is the First Amendment to this MOU, and contains terms agreeing to jointly fund a regional solid waste generation study. This study is necessary to obtain information on the types and estimates of the amounts of waste generated residents, businesses etc. to help in the creation of a coordinated, cost-effective, and environmentally sustainable system by which to dispose of solid waste and recyclable material. This agreement needs to be sent back to the County by February 11, 2022.
Fiscal Impact:
The total cost of the study is estimated to be one million dollars. The County is responsible for 50% of the cost and the partnering Cities are sharing the other 50% of the cost. The City’s costs are based on population, and are estimated at $44,097.73, but are not to exceed $45,000.00.
Funding for the City’s portion of the payment for the study is available in the FY 2022 Operating Budget in account number 445.520101.53400.552140.000000.000.000.
