Explanation:
The City is responsible for planning, regulating, designing, constructing, operating and maintaining the Southern Regional Wastewater Treatment Plant and the wastewater collection system including 85 sewer lift stations and 283 miles of waste water pipe.
The Department of Public Utilities (“Department”) has historically performed inflow and infiltration (“I&I”) repairs in response to failure of wastewater collection system components or based on closed-circuit television inspections in selected sewer basins. The Department desires to initiate a systematic, 5 year-long, Citywide I&I assessment program that identifies and prioritizes areas for the implementation of I&I reduction measures. This program will be split into two phases. Phase 1 will identify and categorize Inflow and Infiltration in the sewer collection system. Phase 2 will initiate I&I source investigation and establish standard repair and rehabilitation practices. Training will also be provided under this agreement so that City Staff can manage the I&I Program independently in the future.
The Department desires to retain professional services from an engineering consulting firm to assist in the implementation of this I&I program. The Department has followed the procedures set forth in the Florida Statue Section 287.055, entitled “Consultants’ Competitive Negotiation Act”, and the City’s Procurement Code to advertise for statements of qualifications (“RFQ”) for professional consulting engineering services for this project. On April 21, 2022, a Notice of Availability for RFQ-4717-22-OT was posted on the City’s website and Bidsync, advertised, sent to 22,441 firms, and viewed by 61 firms on Bidsync.com. On May 24, 2022, RFQ-4717-22-OT was opened at 3:00 p.m. and resulted in proposals from the following firms:
1. Hazen and Sawyer, P.C.
2. Public Utility Management & Planning Services, Inc.
3. RJN Group Engineering
A Selection Committee comprised of five professionals were assigned the task of evaluating the statement of qualifications and ranking the responses. On Wednesday, June 14, 2022, members of the Selection Committee and the Chief Procurement Officer, as a non-voting technical advisor, met in a publicly advertised meeting to evaluate the Statement of Qualifications based upon the stipulated guidelines/criteria in the Statement of Qualifications package.
The RFQ, Statement of Qualifications and Section 287.055(4)(b), Florida Statutes, requires that a minimum of three consulting firms be selected, so the Selection Committee completed the evaluation process and ranked the firms according to the stipulated guidelines/criteria in the RFQ and decided that oral presentations would not be required and recommend that the ranking of the top three firms should be in the following order for consideration:
1. Hazen and Sawyer, P.C.
2. Public Utility Management & Planning Services, Inc.
3. RJN Group Engineering
This agenda item seeks that the City Commission rank the firms and authorize the appropriate City officials to negotiate a professional consulting engineering services agreement with the highest-ranked firm, Hazen and Sawyer, P.C., to provide engineering services for the I&I Program.
Upon negotiating the agreement with the highest-ranked firm, if the contract amount falls within the City Manager’s authority pursuant to Section 38.38 of the Procurement Code, the City Manager will execute the agreement; however, if the contract amount exceeds his authority, the agreement will be brought back to the City Commission for consideration at a later date
Fiscal Impact
Funding for this project was included in the amended FY 2023 Capital Improvement Plan and is available in account number 442.409901.53600.531300.000731.000.000. The contract cost is unknown until negotiations are finalized and required funding will be determined at that time.
The Department of Public Utilities staff will manage this project. No additional staff is needed as a result of this project.
