Explanation:
The City Commission approved Resolutions R-2003-387 and R-2014-076 which authorized the appropriate City officials to execute agreements with Motorola, Inc. for the acquisition of appropriate and compatible subscriber units (handheld radios) and accessories for public safety (Police and Fire) and non-public safety (Local Government) use. These radios were purchased to work with Broward County’s current radio infrastructure. That infrastructure includes a 10-site system located around the County, and a 3-site system located in the City of Hollywood. The 3-site Radio system infrastructure was purchased by, and is currently owned and managed by Broward County. The City of Hollywood, at the time, provided the County with use of its tower and facilities to house Broward's equipment.
As of early 2019 the County had planned on replacing both the 10-site county wide, and 3-site Hollywood systems with one 16-site system spanning the entire County, and with two towers located in Hollywood, one in the eastern area of the City and the other in the western area of the City. The easternmost site would have provided coverage for the southeast region of Broward County, including Hollywood, Dania Beach, and Hallandale Beach. The County has since decided to instead build 15 sites, inclusive of the one tower in western Hollywood, and has asked the City to build and manage its own radio site instead of a County operated site in eastern Hollywood. This would provide service to Hollywood as well as the southeastern Broward County region. The purpose of this proposal study is to determine what the viability, final cost, and implementation, of the requested radio site located at the Circ Hotel would be based on the County's requirements.
The County has directed the City to work with its preferred vendor, Motorola Solutions, using the County’s requirements for the Broward County radio system refresh, which the County issued through solicitation RFP R1422515R1/P1. Specific requirements from the County include items such as: connecting to the County's master site, connecting to the County's microwave ring, contractual requirements for signal strength east of I-95, utilization of the site for all users that operate in the southeastern region, and in return for connectivity to the Broward system, accommodating the connections of the closest cities in the area. The terms P25 and ASR are technical radio terms which indicate compatibility and direction from the County for the requested radio system.
In pursuit of an emergency communication system for the Police and Fire Departments, the City has determined that it is in its best interest to have Motorola Solutions develop the proposal study needed to satisfy the County requirements and provide this service to the residents of the City of Hollywood.
This resolution is seeking approval from Commission to agree to the professional services terms and conditions of the Motorola Solutions quote, to approve the cost to validate and engineer a radio solution which meets the County’s requirements in this location, and lastly to amend the 2020 Capital Improvement Program to fund this item. Additionally, the price for this proposal study may be utilized towards the final price of a future contract if awarded to Motorola and as negotiated between Motorola and the City of Hollywood. If this study is approved and completed, the City would know the cost to build the radio site requested by the County, and the total cost for that radio site can be brought back to the City Commission for further consideration.
