Explanation:
The Broward County Metropolitan Planning Organization (“MPO”) prioritized and awarded funding to the City of Hollywood (“City”) and the City of Dania Beach (collectively “Cities”) for the design and construction of improvements along 22nd Avenue from Sheridan Street to Stirling Road. This funding was through the “2022 Complete Streets/Localized Initiatives Program” (“CSLIP”). The Centerline of 22nd Ave is the boundary line for the City limits of both Cities (Hollywood-southbound lane and Dania Beach-northbound lane).
Due to the road having joint jurisdictional ownership, the MPO requires both Cities commit to maintain all improvements made as part of the CSLIP, and through the Federal funding provisions Florida Department of Transportation (“FDOT”) is authorized to undertake projects within each Cities’ geographical limits and the Cities agree to engage FDOT to construct the Project.
The Cities and FDOT both recognize the need for entering into an Agreement, (Exhibit “1”) designating and setting forth the responsibilities of each party for the Project.
This project is scheduled to begin construction in late-2025 and be completed in 2026, and the scope of work includes traffic calming improvements (four speed tables and three raised crosswalks), resurfacing, signing and pavement marking improvements, upgrades to existing curb ramps and sidewalks, and roadway lighting.
The scope of work also includes the removal of approximately nine trees in Hollywood and five trees in Dania Beach. The trees being removed in Hollywood are due to a new larger bus shelter, roadway lighting, and proposed swale locations (improved drainage). The City will encourage FDOT to coordinate directly with impacted property owners on the tree removal. Additionally, the City will continue to work with FDOT to see if the number of tree removals can be reduced. While landscaping is not part of the CSLIP project, the City is committed to landscaping the impacted area in Hollywood following completion of the project.
The last public outreach meeting to gain feedback was on September 26, 2024. There will be a construction outreach meeting scheduled prior to the start of the project in late 2025. The construction drawings are at 90%, so a contractor has not yet been selected.
Fiscal Impact:
Funding for this Project is fully guaranteed through the CSLIP grant agreement with an estimated construction cost of $3,500,000 which will be paid by the Broward MPO. The City will be responsible for maintenance of the landscaping improvements upon completion which is anticipated to be FY 2026. Funding for the ongoing maintenance will be requested in subsequent fiscal years.
