Explanation:
The City of Hollywood seeks to complete the Citywide sidewalk network to improve pedestrian safety and provide alternative modes of transportation. Grant funding for new sidewalk construction can be secured under the Broward Metropolitan Planning Organization (“MPO”) Complete Streets and other Localized Initiatives Program ("CSLIP").
On November 6, 2019, the City Commission approved Resolution No. R-2019-333, supporting the CSLIP grant application to the Broward MPO for the Gracewood Neighborhood Sidewalk Project, located within the area bordered by State Road 7 to the east, North 64 Avenue to the west, Hollywood Boulevard to the south, and Johnson Street to the north.
On November 4, 2021, the Broward MPO issued an award letter for the project, which was subsequently included in the Florida Department of Transportation ("FDOT") Five-Year Work Program for construction in Fiscal Year 2029.
On August 27, 2025, the City Commission approved Resolution No. R-2025-273, authorizing the execution of a Local Agency Program ("LAP") Agreement with FDOT to reimburse the City for eligible design costs associated with the Gracewood Neighborhood Sidewalk Project, up to a maximum amount of $333,850.00. The LAP Agreement serves as the instrument through which the City receives reimbursement for eligible project expenditures. City funds have been committed to cover the upfront costs of the project.
FDOT requires that a new Request for Qualifications ("RFQ") be issued for each project receiving LAP funding for professional engineering design services. The City has followed the requirements set forth in Section 287.055, Florida Statutes, entitled the "Consultants' Competitive Negotiation Act", and the City's Procurement Code to obtain engineering design services for this project.
On May 6, 2026, the City Commission passed and adopted Resolution No. R-2026-139, approving the consultant ranking recommended pursuant to RFQ-354-26-WV, and authorizing the appropriate City officials to negotiate a contract with the top-ranked firm, Kimley-Horn and Associates, Inc.
The Department of Design and Construction Management ("DCM") successfully negotiated a scope of services and fee with Kimley-Horn and Associates, Inc. in an amount up to $299,576.00, in accordance with FDOT LAP guidelines. DCM staff has determined, and FDOT has concurred, that the negotiated scope and fee are fair and reasonable.
The Director of DCM recommends approval of the Professional Services Agreement with Kimley-Horn and Associates, Inc. for Engineering Design Services for the Gracewood Neighborhood Sidewalk Project in an amount up to $299,576.00, together with the associated budget amendment.
Fiscal Impact:
Funding for this project was included in the amended FY 2027 Capital Improvement Plan and is available in account number 111.179901.54100.563030.002018.000.000.
Funding for construction engineering and inspections, and for construction services related to this project will be requested in a future Capital Improvement Plan. The Construction Engineering and Inspection services will also be reimbursed by the FDOT.
