Explanation:

On September 3, 2014, the City Commission approved the plans for the Hollywood Boulevard roadway corridor between Dixie Highway and City Hall Circle. Upon review of the eligible projects to receive funding from the Broward Metropolitan Planning Organization (“BMPO”), the City submitted the approved design development plans to BMPO and the Florida Department of Transportation (“FDOT”) to begin final construction drawings and project implementation.

 

Funding for these projects was provided through the $6,800,000.00 Complete Streets fund from the BMPO; and the City committed to provide future funding, in the estimated amount of $600,000.00 to implement the landscape, irrigation, and site furnishing elements of the project.

 

On March 16, 2021, the City signed the Second Amendment to Restatement of the Transportation System Surtax Interlocal Agreement, which allowed the City to receive funds from the Broward County Mobility Advancement Program.

 

On September 15, 2021, the Interlocal Agreement between Broward County and the City of Hollywood for the Municipal Transportation Project - Hollywood Blvd. from the east end of City Hall Circle to Dixie Highway Complete Streets was executed in the total amount of $700,000.00; which will require the City to provide a financial contribution to be calculated on the difference between the $700,000.00 surtax funds and the final awarded bid price plus City’s contingency and additional agency fees.

 

The project was publicly advertised on www.bidsync.com on November 4, 2021, with the bid solicitation number F-4695-21-GJ. On December 2, 2021, the Office of the City Clerk and the Department of Design and Construction Management (“DCM”) received one bid response from Superior Landscaping & Lawn Service, Inc.:

DCM staff reviewed the submitted bid and determined the bid received from Superior Landscaping & Lawn Service, Inc. was a responsive and responsible bid, and recommends that the City Commission award this contract to Superior Landscaping & Lawn Service, Inc. in the amount of $1,138,658.36

 

The City’s not-to-exceed contribution is estimated as follows:

 

a) Superior Landscaping Bid Price

$1,138,658.36

b) Surtax Funding

($700,000.00)

c) City of Hollywood Contingency

$227,731.67

d) Permits and Agency Fees

$45,546.33

       Not to Exceed City’s Contribution

$711,936.36

 

The surtax funds in the amount of $700,000.00 will be advanced to the City in installments, pursuant to the project funding agreement, upon approval and execution of the construction contract with Superior Landscaping & Lawn Service, Inc

 

 

Fiscal Impact:

Funding for City’s portion of this project was included in the amended FY 2022 Capital Improvement Plan and is available in account number 334.149901.54100.563010.000095.000.000. Transportation Surtax funding will be made available in the amended Fiscal Year 2022 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
