Explanation:
The Hollywood Housing Authority (HHA) was established on November 5, 1974, under the authority of Chapter 421, Florida Statutes, to provide safe, decent, and affordable housing for low- and moderate-income families within the City of Hollywood.
The HHA Board of Commissioners is composed of five members responsible for setting the policies and overseeing the operations of the HHA. The Board meets regularly to review and approve contracts, budgets, deeds, public housing plans, and other critical documents and decisions that impact the Authority's operations. To ensure effective oversight, the HHA Board retains a contracted attorney and a certified public accounting (CPA) firm to provide specialized legal and financial support.
Appointments to the HHA Board of Commissioners are crucial to maintaining strong leadership and ensuring the HHA’s operations are conducted efficiently, transparently, and in compliance with all applicable laws and regulations.
In making appointments, it is important that the Board collectively possesses expertise and experience in the following areas:
• Affordable Housing Policy and Programs: Knowledge of public housing initiatives, Section 8 programs, and other affordable housing strategies that impact residents and funding sources.
• Finance and Budgeting: Experience in financial management, public budgeting, auditing, and fiscal oversight to ensure the proper stewardship of millions of dollars in federal and state housing funds.
• Real Estate Development and Property Management: Understanding of real estate transactions, property maintenance, capital improvements, and asset management as they relate to affordable housing portfolios.
• Legal and Regulatory Compliance: Familiarity with local, state, and federal housing laws, fair housing regulations, procurement policies, and public ethics requirements.
• Community Engagement and Resident Advocacy: Ability to engage effectively with residents, stakeholders, and the broader community to support the mission of providing quality housing opportunities.
• Organizational Governance and Public Sector Management: Experience serving on boards, commissions, or in leadership roles requiring strategic decision-making, ethical governance, and transparency.
• Good Character, Integrity, and Sound Judgment: Demonstrated ethical conduct, professional responsibility, and the ability to make impartial decisions in the public interest.
Board Composition Requirements:
Housing Area Resident Member: One member must be a resident of the housing programs operated by the HHA or must otherwise represent the interests of housing area residents.
Citizen-at-Large Members: Four members must represent the community at large, bringing diverse perspectives and professional experiences that contribute to the mission and effectiveness of the HHA.
Fiscal Impact:
Approval of this resolution will not fiscally impact the City.
