Explanation:
The item proposes the installation of decorative art-wrap coverings on existing traffic signalization/utility cabinets at fifteen (15) locations within the Highland Gardens neighborhood.  Funds for the project have been allocated from the Community Development Block Grant (CDBG) program.  
The Highland Gardens Beautification Committee, comprised of residents of the Highland Gardens neighborhood, proposed a number beautification projects for the neighborhood.  The memberships of both the Highland Gardens Neighborhood Civic Association and United Neighbors of South Hollywood reviewed the proposed projects and ranked them in order of preference.
 
The installation of decorative vinyl wraps on traffic signalization/utility cabinets throughout the neighborhood is one of the preferred projects.  The Highland Gardens Beautification Committee, along with City staff, reviewed imagery and photos for the project.  The wraps will depict historic postcards and nature scenes and will also replicate the existing Highland Gardens neighborhood monument sign design at neighborhood gateway locations.  
 
Quotes were solicited from seven (7) vendors, including one located within the Highland Gardens neighborhood.  Three (3) vendors responded to the request for quotes and the lowest quoted cost ranges between $335.25 to $514.38 per cabinet, plus applicable permit fee, for a total amount of approximately $8,000.00.
 
Wraps will be installed using best industry practices.  The cabinets are prone to graffiti tagging, so the material will have an anti-graffiti coating and be easy to clean without damaging the graphics.  The City of Hollywood will be responsible for maintenance and upkeep of the art-wraps, including their replacement, if necessary, or removal.  
 
Most of the cabinets will be wrapped on all four sides; however, some may be wrapped on only three sides.  The top surfaces will not be wrapped.  The installation of the art-wrap coverings are limited to the external flat surfaces of the cabinets only, and will not be attached to any other signal equipment, such as conduits, signal poles or pedestrian assemblies.  The existing cabinet ventilation openings will be maintained and the product will allow all cabinet doors to move freely and access locks to operate free of any obstructions.  The vinyl will wrap from the exterior of the cabinet and into the interior, to prevent the wrap from peeling prematurely.  Prior to installation, the concrete base of each cabinet will be pressure cleaned and painted.
 
Most of the cabinets are owned by Broward County; two are owned by the City of Hollywood.  A number of the cabinets are located on Hollywood Boulevard and Pembroke Road, within FDOT right-of-way.  Therefore, execution of a Community Aesthetic Feature Agreement with FDOT is required prior to installation.
