Explanation:

The Community Development Division is funded in large part by federal funding made available through the Home Investment Partnership Act (“HOME”) Program, which is administered by the U.S. Department of Housing and Urban Development (“HUD”).

In accordance with federal funding guidelines, the City is required to have a plan which identifies program goals that HUD uses to evaluate the City’s performance. To meet the overall program goals, it is occasionally necessary to amend the plan to address changing market conditions and current priorities.

The Community Development Division seeks to reduce homelessness within the City of Hollywood. Tenant-Based Rental Assistance (“TBRA”) is a rental subsidy that local jurisdictions can use to help individual households afford housing costs such as rent and security deposits. Tenant-Based Rental Assistance is included as a high-priority activity in the City’s Five-Year Consolidated Plan.

On August 9, 2023, the Community Development Advisory Board held a public hearing and recommended the approval of a substantial amendment to the HUD FY 2022 One Year Action Plan to reallocate $ 1,767,607.16 of unexpended HOME funds to provide Tenant-Based Rental Assistance to eligible households; and

On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-253, approving a substantial amendment to the HUD FY 2022 One Year Action Plan to reallocate $ 1,767,607.16 of unexpended HOME funds to TBRA.

The Community Development Division has identified Housing Opportunities, Mortgage Assistance, & Effective Neighborhood Solutions, Inc.; Broward County Minority Builders Coalition, Inc.; and the Hollywood Housing Authority as qualified agencies that have the requisite staffing, infrastructure, and experience to adhere to the regulatory requirements of the HOME TBRA Program and serve as subrecipients. City staff are seeking to identify additional qualified agencies.

To expedite the implementation of the TBRA programs, the Community Development Division is seeking authorization to enter into agreements with qualified agencies as reviewed and recommended by City staff and for the City Manager to execute the agreements with the subrecipients.

This resolution requires a 5/7 vote of the total commission to approve.
