Explanation:
The Southern Regional Wastewater Treatment Plant (“SRWWTP”) currently uses a chlorine gas disinfection system as the final step in the sewage treatment process prior to disposal. Department of Public Utilities (“Department”) staff have decided to replace the chlorine gas system with a hypochlorite system within the existing chlorine building.
On August 30, 2023, the City Commission passed and adopted Resolution No. R-2023-251, which authorized the execution of continuing professional consulting engineering services agreements with five firms for Water Treatment Plant and SRWWTP Projects, one of the firms being Arcadis U.S., Inc. (“ARC”).
Department staff requested a proposal to provide professional engineering services for the design, permitting, and bidding of the Conversion from Chlorine Gas to Sodium Hypochlorite System Project. ARC submitted a proposal in an amount up to $494,305.00. Department staff reviewed the proposal, including the project scope and fees in an amount up to $494,305.00, and determined that the scope and fees are fair, reasonable, and in accordance with industry standards.
This agenda item seeks the City Commission’s approval and authorization for the appropriate City officials to execute an Authorization to Proceed for Work Order No. ARC 25-05 with ARC to provide professional engineering services in an amount up to $494,305.00.
Upon authorization from the City Commission, the project is estimated to be completed within ten months from the Authorization to Proceed date.

Funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 442.409903.53600.563013.001919.000.000.
Department staff will manage this project. No additional staff are needed as a result of this project.
