Explanation:

The City and the American Federation of State, County and Municipal Employees (“AFSCME”), Local 2432, Supervisory Bargaining Unit have negotiated a three-year successor Collective Bargaining Agreement (“CBA”) in effect from October 1, 2025 through September 30, 2028, that will include the changes to the Articles listed below and other non-substantive clean up language throughout the CBA.

Article 6 (Wages/Longevity)

Article 7 (Work Rules)

Article 8 (Pension and Pension Plan)

Article 10 (Sick Leave)

Article 12 (Grievance Procedure and Arbitration)

Article 13 (Bereavement Leave)

Article 14 (Probationary Period)

Article 15 (Drug Free Workplace)

Article 16 (Health and Wellness Plan)

Article 17 (FMLA/Special Leave/Leave of Absence)

Article 18 (Holidays)

Article 23 (Voluntary Demotions)

Article 24 (Vehicles)

Article 27 (Certification Pay)

Article 29 (Assignment Pay)

 

 

 

A summary of the negotiated changes is reflected in the attached on the Summary of Changes.

 

 

Fiscal Impact

Funding for the first year of the Collective Bargaining Agreement will be made available in the FY 2026 Operating Budget subject to adoption and approval by the City Commission. Funding for FY 2027 and FY 2028 will be included in those subsequent fiscal years.

 

The costs to the City of the three-year CBA are primarily driven by:

                     Cost of Living Adjustments of 2% each year;

                     Adjustments to the longevity pay scale.
