Body

Staff Recommends: Approval of the Attached Resolution.

Explanation:

The Americans With Disabilities Act of 1990 (“ADA”) guarantees equal access to government programs and public facilities for persons with disabilities. The City is committed to ensuring equal access to City facilities and services in accordance with the intent of the ADA.

On January 15, 1997, pursuant to Resolution No. R-97-21 the City approved and adopted an ADA Transition Plan that identified architectural barriers and a plan for providing access to persons with disabilities.

It is necessary to update the ADA Transition Plan in order to document the City’s efforts to remove architectural barriers and provide access to persons with disabilities. In addition, it is necessary to perform additional ADA assessments to ensure that the City is meeting the intent of the ADA.

The Department of Development Services Engineering, Transportation, and Mobility Division requested a proposal from Kimley-Horn & Associates, Inc. and negotiated a project scope and fee that staff has determined to be fair and reasonable and in accordance with industry standards.

In accordance with Section 38.38 of the Procurement Code, City Commission approval is required, as the cumulative contract amount to Kimberly-Horn & Associates, Inc. for FY 2021 exceeds $100,000.00.

The Director of Development Services and the Assistant Director of Financial Services for Procurement recommend that the City Commission authorize the appropriate City officials to execute an Authorization to Proceed with Kimley-Horn & Associates, Inc., based upon the project scope and fee and the terms and conditions of the current Continuing Services Agreement for the ADA Transition Plan update and additional ADA Evaluations.

Fiscal Impact:

Funding in an amount not to exceed $200,000.00 was included in the FY 2021 Capital Improvement Plan and is available in account number 334.149901.54100.531300.001341.000.000.
