Staff Recommends: Approval of the Attached Resolution.

 

 

Explanation:

The Fire Rescue and Beach Safety Department requires the purchase of a triple combination Impel custom pumper truck to replace an older model that has been in the department for several years and is no longer meeting the operational needs of the department.      

 

The Insurance Services Organization (ISO) recommends the Department to maintain a minimum of two (2) NFPA compliant pumpers in order to meet the NFPA Standard 1901 needed for firefighting vehicles.

 

On February 2, 2015, the Florida Sheriffs Association awarded Bid Number 15-11-0116 for the purchase of a Fire Rescue Vehicles and Other Fleet Equipment and the Fire Pumper was awarded to Ten-8 Fire Equipment, Inc., the lowest responsible bidder.

 

Ten-8 Fire Equipment, Inc has agreed to provide the requested pumper truck to the City, as listed in the Florida Sheriffs Association Contract Bid Number 15-11-0116, under the same pricing, terms and conditions.

 

The Section 38.40 (C)(5) of the Purchasing Ordinance allows the Director to procure, without following formal procedures, all goods and services which are subject of contracts with the state, its political subdivisions, the United States government, other governmental entities, or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, provided however, the goods and services are: (i) the subject of a price schedule negotiated by the state or the United States government, or (ii) the subject of a contract with another governmental entity or a corporation not for profit whose members are governmental entities, public officers, or any combination thereof, which contract is based strictly on competitive bids or competitive proposals and not on any preference.

 

The Fire Chief and the Director of Procurement Services  recommend that the City Commission approve the issuance of a purchase order to Ten-8 Fire Equipment, Inc. of Bradenton, Florida, for the purchase of one (1) Pierce Impel custom pumper truck at an estimated amount of $512,756.23 (inclusive of financing costs).

 

Funding will become available through fiscal year 2017 for the total cost of the pumper truck and the other emergency response vehicles as detailed in Exhibit 1.

 

Funding for the lease costs beyond fiscal year 2017 assumes the continuation of the existing contract for capital expenditures with the Seminole Tribe which is scheduled to expire in October 2017.

 

Funds needed for the funding match by the City of FEMA and DHS’ Staffing for Adequate Fire and Emergency Response, SAFER, Grant and DHS’ Assistance to Firefighters Grant, AFG, may not be available due to funding commitments associated with the lease purchase of the pumper truck and other emergency response vehicles.

 

Additional line item account(s) will need to be established by the Department of Financial Services to monitor and track the expenditure of funds to obtain the requested pumper truck and other emergency response vehicles.
