Explanation:
Multiple drainage improvement projects are to be designed and constructed over the next two years as part of the Department of Public Utilities' (“Department”) ongoing stormwater management program. The Department desires to engage qualified contractors to perform construction services for the planned drainage improvement projects.
Department staff prepared bid documents IFB-266-25-JJ for Citywide Stormwater Improvements including 287 unit prices.
On December 11, 2024, Invitation for Bid No. IFB-266-25-JJ was electronically advertised on OpenGov in accordance with Section 38.43(A) of the Procurement Code. On January 30, 2025, bid proposals were received in response to the aforementioned invitation and opened at 3:00 pm with the below results:

Department and Office of Procurement and Contract Compliance staff thoroughly evaluated the bids received for responsiveness and responsibility in accordance with 38.43(F) of the City’s Procurement Code, and Southeastern Engineering Contractors, Inc. (“Southeastern”) was determined to be the lowest responsive and responsible bidder.
Man-Con, Inc. was deemed not an appropriate selection due to their unwillingness to perform small projects in previous contracts. Basile USA, Inc., was deemed non-responsive for not providing unit prices for numerous bid items, which could affect final project costs despite their initial lower total bid.
On March 18, 2025, a Notice of Intent to Award was posted on the City’s website and on OpenGov, and resulted in zero bid protests.
On September 6, 2023, the City Commission passed and adopted Resolution No. R-2023-277, which authorized the execution of continuing professional consulting engineering services contracts with eight firms for water, sewer, reuse, and stormwater infrastructure projects, one of the firms being Craven, Thompson & Associates, Inc. (“CTA”).
Department staff requested, and CTA submitted, a proposal to provide as-needed support of design and construction administration for these projects in an amount up to $250,000.00. Department staff evaluated the scope and fee and have determined that the negotiated fee is fair and reasonable and in accordance with industry standards.
This agenda item seeks City Commission approval and authorization for the appropriate City officials to execute a contract with Southeastern, in an amount up to $1,000,000.00 for construction services related to Citywide Stormwater Improvements and approve an Authorization to Proceed (“ATP”) with CTA for Work Order No. CTA 25-03.
This contract is for an initial term of two years with two optional one-year renewal periods under the same terms and conditions.
Fiscal Impact:
A portion of the funding for this project was included in the amended FY 2025 Capital Improvement Plan and is available in account number 443.419901.53800.563010.001315.000.000 and the balance requires amending the approved FY 2025 Capital Improvement Plan as detailed in Exhibit 1, subject to approval of this resolution.
Department of Public Utilities staff will manage this project. No additional staff are needed as a result of this project.
