Explanation:
The Public Works Department maintains and operates the Fleet Maintenance, Streets Maintenance, Urban Forestry, Roadway Maintenance, Building Maintenance and Trades Divisions. These divisions are responsible for operating, maintaining, and managing a complex array of infrastructure and/or assets.
An asset management software, such as Cityworks, is required to effectively track and monitor infrastructure and/or assets to guarantee optimal performance and operational efficiency. The acquisition of a new asset management software is one of many efforts made by the City to replace outdated, costly, and inefficient technology.
Black & Veatch Corporation was identified as one of the engineering consultants with ample and successful experience working with Azteca Systems for the implementation phases of the Cityworks software. Phase I implementation of Cityworks was completed for the Department of Public Utilities, and as a continuance of service agreement, this effort has been expanded to include the Department of Public Works to initiate the implementation of Phase II.
The current Professional Services Agreement allows the City to select Black & Veatch Corporation to perform the Phase II implementation of Cityworks software within the Department Public Works. It is in the City’s Best Interest to have Black and Veatch continue with Phase II implementation based on successful and timely implementation of Phase I, the familiarity with City’s processes and because of the time urgency requirement of the Accela software expiring in mid-August.
The Department of Information Technology (IT) has reviewed all aspects of the agreement including the statement of work, on-site tasks, allowances, and contingency plan. IT supports the Phase II Implementation for the Department of Public Works.
Fiscal Impact:
Funding for the implementation of Cityworks software by Black and Veatch is available in the FY 2021 Capital Improvement Plan account number 334.139902.51900.564420.001260.000.000. The annual maintenance cost of the Cityworks software is included the annual operating budget of the Public Works Department subject to the annual approval and adoption by the City Commission.
